Amid a global pandemic that continues to create much uncertainty, many of us are thinking about what we can do to keep Brown and the families in our surrounding communities healthy and safe.
Brown is fortunate to have a strong community that believes deeply in caring for one another. From the earliest signs of the virus on campus last spring, students, faculty and staff at Brown have joined together in countless ways that reflect our values of conscience and caring to support the well-being of all those who work, study and live at Brown.
Based on these values, today we’re excited to announce “Brown Takes Care,” a community-wide effort to promote healthy behaviors during this pandemic.
Brown Takes Care is a prevention and education initiative coupled with a public health campaign, calling on each of us to embrace behaviors that support safe ways of working, socializing and living — whether it’s wearing a face covering on campus, maintaining 6 feet of distance while in line for food or mail, reimagining events, or finding new ways to connect with our friends and colleagues. We know that it will take each and every one of us exercising personal responsibility to confront COVID-19 and help Brown get to a place where we can be together safely in the months to come.
The campaign is designed as an inclusive and iterative community effort that directly engages students, faculty and staff as storytellers and influencers to promote the health practices that are essential. It brings together social media, video, web communications, training modules, community activities, student activity kits, signage and more, as well as a range of flexible templates and digital assets that Brown community members can use to bring the campaign to their cultural and identity groups, schools and departments, student organizations and sports teams, and social groups.
Brown Takes Care is uniquely Brown, having been created by students and staff working in close collaboration to root it firmly in our University values of care for one another. Brown Takes Care is designed to be easily adapted by on- and off-campus individuals and groups to evolve over time as new health guidance emerges. And it is a resource and a guide for amplifying best practices in individual ways that have meaning for each of us. Through the campaign, you are encouraged to share messages of prevention, tell your “Why I Care” stories, and show how you “Show Care by Doing” (wearing a mask, social distancing, cleaning, contact tracing). A new website makes downloadable resources available for Brown community members who want to use their voice and join the effort.

More than two months ago, we launched the pilot phase of a routine COVID-19 testing program, starting with all graduate students, faculty and staff designated as essential on-site and essential-special for conducting work on campus. Today, we write to share key takeaways from the pilot, which have helped inform our approach for the academic year on everything from the testing process and contact tracing protocols to how we will keep the community informed of confirmed cases and COVID-19 prevalence on campus.
As Brown’s Plan for a Healthy and Safe 2020-21 outlines in detail, COVID-19 testing and contact tracing will be among the most essential elements of Brown’s plans to mitigate the impact of coronavirus. We know that like any campus or community, we can expect to see diagnosed cases at Brown until a vaccine is made widely available — this fact is the very basis for many of the specific measures outlined in our academic year plan.
Over the course of our summer pilot, which began in June, we received results for nearly 3,100 routine tests. Based on those reports — as well as the results of tests conducted independently away from campus and self-reported to the University by students or employees — we are aware of less than five positive test results in total. As is customary when cases number between one and five, we are sharing this range to protect confidentiality. We have taken action in response to the positive case(s) in line with our contact tracing protocols, COVID-19 Campus Safety Policy, isolation and quarantine procedures, and other measures outlined in our 2020-21 plan.
The experiences and feedback of those tested in the summer pilot have informed the development of our routine testing and tracing protocols, which began this week as we prepare for the coming academic year. Together with Verily, our third-party COVID-19 testing vendor, we have worked hard to improve the test scheduling process, speed up turnaround times for test results, strengthen the process for delivering test results to participants, and refine the approach to the web-based screening survey through which participants report symptoms.
Throughout the pilot, we have continuously evaluated tests that are accurate and reliable and labs that can provide fast turnaround of test results. This fall, the Broad Institute in Cambridge, Massachusetts, will process our tests. The Broad Institute has processed tests for many New England colleges and universities since late spring and has demonstrated that it is able to return results in a timely manner. The Broad test is a self-administered (under supervision) anterior nasal swab, which is easier and significantly less uncomfortable than the mid-turbinate nasal swab the University used for most of its summer pilot. CDC guidance indicates that the two testing techniques are comparable in accuracy. We will continue to monitor developments in testing technology and assess new options as they become available.
Moving forward, routine testing of all members of the Brown community who plan to work and study on campus, as well as undergraduate students who live on campus or in Providence during the academic year, will be mandatory. By the end of this week, all community members subject to mandatory testing will have received an email prompting them to schedule an initial baseline test in late August, early September or the point at which they come to campus. Those who undergo testing will also be required to respond to regular symptom tracking surveys.
Routine testing for the fall term will happen at two locations, with the majority of asymptomatic tests taking place at the Olney-Margolies Athletic Center (OMAC) and a secondary site at One Davol Square. Adhering to the U.S. Centers for Disease Control and Prevention best practices for patient safety in indoor testing locations, the OMAC site is a very large venue with ample ventilation and space required for social distancing. Additionally, the space allows for collection areas to be physically separated and partitioned for both privacy and distance.
While we do not have plans to publicly report individual positive tests, we are committed to keeping the community informed of confirmed cases and COVID-19 prevalence on campus. We plan to report aggregate data at regular intervals over the course of the academic year via a public dashboard on the Healthy Brown website.

I feel terribly conflicted about my work in light of Dean Zia's letter. Any effort I expend on my assignments, readings, papers feels like I'm contributing to a system that has so thoroughly ignored the stresses on the undeserved, infected, or those who love someone that has been infected.
It's easy to dismiss these w the new ""option for S/NC."" But its belittling for underserved students to segregate themselves from the population. And its undeniably true that grad schools + employers will not perceive their optional passes as kindly as if they mandatory.
If we're serious about protecting each other, I feel like we need UCS or someone else to organize a boycott of classes. I know it seems extreme, but it may be the only way that admin will take this seriously. Thoughts?

I hope you and your families are healthy and well. I am writing to update you on our plans for the fall semester at Brown. As the weeks have gone by since the July announcement of our three-semester model for bringing students back to campus for the 2020-21 year, I know that many of us have been closely watching the evolving public health situation around COVID-19. Unfortunately, the situation in the country and in Rhode Island has deteriorated over the past several weeks.
Given the current landscape, in consultation with public health experts, we have determined it best to take a phased approach to the start of in-person instruction for the fall semester. In the first phase, we will permit only a limited number of students to return to campus before Labor Day. The majority of returning undergraduate students will start the Fall 2020 semester studying remotely, preferably outside of the Providence area. All undergraduate classes will be taught remotely from September 9 until the week of October 5.
In the second phase, the remainder of students will be invited to return in late September, provided the public health situation has improved, and in-person instruction of small classes will begin. This staggered arrival of students over a longer time period will better position Brown to address challenges, including quarantine and isolation for any students who test positive for COVID-19. This plan also is in keeping with the data-based and public health-based decision making that has driven our planning since the beginning of the pandemic.
These changes do not affect our graduate and medical students who will return to campus before Labor Day (if they are not already in Providence) and, in most cases, will have the opportunity for in-person learning. Additional details about instruction for graduate and medical students, including their participation in the COVID-19 testing program and Rhode Island quarantine regulations, will be shared with those students by the deans of the Graduate School and Medical School.
While safety, always, is our top priority, let me say how sorry I am to be writing this letter. I know how eager many of our undergraduates are to return to campus, see their friends and take classes in person, and I understand that a delay of even a few weeks is difficult. Please be assured that Brown faculty and staff have worked tirelessly over the last several months to do all that is needed to safely bring students back to campus, but we must confront the reality that bringing students back in smaller numbers is the safer course.
When I announced in July our plans for a three-semester model, I stressed the great uncertainty about how the COVID-19 pandemic would evolve. I also discussed the need for flexibility within our plans, recognizing that it might be necessary to make mid-course corrections and changes if the situation deteriorated across the country or, more importantly, in Rhode Island. Although Rhode Island Governor Gina Raimondo has taken a number of measures to reverse recent increases in COVID-19 cases, it is unclear whether cases will decline or continue to rise in the coming weeks. Also of concern are high infection rates across the country. Brown’s quarantine and isolation capacity could be unduly stressed if a large number of returning students simultaneously test positive for COVID-19.
The modified phased approach to bringing students back to campus does not impact the plans announced in July for a three-term academic calendar. The expectation is that first-year students will still arrive for the spring term and continue to the summer term.
Colleagues across campus have been preparing extensively to support the health and safety of students, including setting up an on-campus testing site, training contact tracers, investing in improved air filtration systems, and purchasing additional cleaning supplies. We have also developed a public health education campaign that will encourage all members of our community to do their part to reduce the spread of infection. While we have no control over the current course of the pandemic, we will be ready to bring all of our students back when the situation improves.
CRITERIA FOR THE RESUMPTION OF IN-PERSON TEACHING AND LEARNING
-- All undergraduates classes will be remote until at least October 5.
-- If by September 11, COVID-19 cases in Rhode Island have declined from their current level over a 14-day period and the number of students who test positive for COVID-19 is sufficiently low, then we will follow our current plan to offer many smaller undergraduate courses (with no more than 20 students) in person beginning on October 5.
-- If these conditions are not met by September 11, the remainder of the semester will be remote. Bringing undergraduate students to campus for less than seven weeks of in-person instruction would create significant logistical and practical challenges, both for students and the University.
MOVE-IN AND FEES FOR DELAYED IN-PERSON CLASSES
-- If it is decided on September 11 that in-person classes will begin on October 5, undergraduate students will be invited to move in to their residence halls during the week of September 21. This will allow them to complete any quarantine requirements before attending in-person classes. (See below for the criteria for students to receive permission to return earlier.)
-- For undergraduate students who choose to return to campus during the week of September 21, any room and board fees will be pro-rated to account for the shorter time on campus. Students will receive communications in the coming days about how fees will be appropriately adjusted.
RECEIVING PERMISSION TO RETURN TO CAMPUS TO LIVE IN RESIDENCE HALLS BEFORE LABOR DAY
-- Undergraduate students in the following situations can apply for permission to return to campus to live in residence halls before Labor Day:
-- Students who live in unsafe environments; students whose living circumstances are such that remote study is difficult; international students who cannot travel home; and students with other exceptional circumstances (to be assessed on an individual basis).
-- Students with previous plans for archival or laboratory research that can only be done on campus.
-- Students who receive permission to return to campus to live in residence halls before Labor Day will be invited to move in on their currently-scheduled dates.
-- Students who receive permission to return to live in residence halls will be required to fulfill Rhode Island quarantine regulations and enroll in Brown’s COVID-19 testing program to get tested twice per week, free of charge.
-- All students will be subject to Brown’s updated COVID-19 Campus Safety Policy, which has been expanded from the COVID-19 Workplace Safety Policy to encompass all teaching, research, learning, work and other activities that are authorized to take place on campus.
GUIDANCE FOR UNDERGRADUATE STUDENTS WITH OFF-CAMPUS HOUSING
-- Undergraduate students with off-campus housing are discouraged from returning to campus until late September, in time to complete quarantine before in-person instruction begins. Those who choose to return or who are already living in the City of Providence will be required to:
-- Enroll in Brown’s COVID-19 testing program and get tested twice per week, free of charge.
-- Abide by Rhode Island’s quarantine regulations to protect the health of the Brown and Providence communities.
All students, faculty and staff will receive follow-up communications from members of my senior leadership team explaining further what to expect for the fall term, given these modified plans for the start of the academic year. We know that participation in a COVID-19 testing and tracing program combined with consistent mask wearing, social distancing and increased hand washing is essential for slowing the spread of this virus. Whenever members of the community return to campus, it will be vitally important that we all embrace our shared responsibility in following these new standards.
I know this news is not what our undergraduates were hoping to hear. The uncertainty of what will happen this fall is exceptionally difficult, both logistically and emotionally. I want nothing more than to see all of our students back on campus. However, we must make decisions that prioritize the health and safety of the Brown community as well as the greater Providence community. I recognize that this year will be unlike any other, but we remain committed to delivering Brown’s world-class education.

We hope that you are doing well and enjoying your summer. We are writing to follow up to the communication from President Paxson on August 11 regarding modifications to Brown’s plan for the fall 2020 semester.
In light of the unique circumstances of the global pandemic, and Brown’s plans to begin the Fall 2020 semester with remote instruction, the University has decided that one way we will support students during this difficult time is to waive a number of fees for the fall. For students who are remote and not living in the Providence area, fees for the fall term will decline by more than $600.
After discussions that involved a look at the range of various charges, Brown will also permanently stop charging fees for readmission from leave and late pre-registration. This letter shares the revised charges for undergraduate student accounts. We also are providing you with information about how room and board charges will be prorated if you return to campus when Brown invites students back after Labor Day.
