              <text>Students can now access remote health care around the globe alongside continued in-person care— as Health Services has transitioned to providing care virtually in the face of the COVID-19 pandemic. &#13;

“The changes have been pretty dramatic for everyone,” said Executive Director of Health and Wellness and Associate Vice President for Campus Life Dr. Vanessa Britto MS’96, but “we are open for students who are on-campus and off-campus.”&#13;
&#13;
&#13;
Health Services aims to provide accessible remote care through phone calls and videoconferencing, according to Britto. “We have students call, and we talk with them about whatever their issues may be,” she said. “We can certainly follow up with any student who has a question or concern.” To utilize the service, students can call and schedule a time to speak with a provider remotely.&#13;
&#13;
Health Services also remains open for students who are currently living on- and off-campus in the Providence area. “For those students who need to come on-site to be seen, we have a very small team of clinical providers” who are available for “any urgent needs that students have.” Britto added that students should call before coming in, as “we don’t have the person power and the capacity” to handle walk-ins and more routine concerns. &#13;
&#13;
But she emphasized that “we would absolutely want to talk with someone, find out what the concern was and then help them manage it on a case-by-case basis.”&#13;
&#13;
&#13;
Kathryn Thompson PhD’22, president of the Graduate Student Council and doctoral student at the School of Public Health, commended Health Services’ telehealth efforts. Keeping in mind the needs of undergraduate, medical and graduate students, “Health Services has done a really good job of … responding very quickly and then offering services for students who are not only here on-campus but also off-campus,” Thompson said.&#13;
&#13;
Thompson added that even for students on-campus and in Providence, providers at Health Services are skilled at screening for ailments that can be handled virtually, in order to limit exposure. However, “there are some things that you do need to see a physician or a nurse practitioner face-to-face (for), and I think they do a pretty good job of identifying that,” Thompson said.&#13;
&#13;
For students away from campus, Health Services is still working with the same providers, Britto said. “That’s a really good thing, in that people are familiar with the providers, and the providers are certainly familiar with our students.”&#13;
&#13;
&#13;
Additionally, Health Services’ pharmacy can still dispense medication to students in the Providence area or in Rhode Island, Britto said. Due to licensure requirements, the pharmacy cannot mail medication out of state, but “the pharmacy can also transfer prescriptions to anywhere in the country that a student might be if they need a refill,” Britto said.&#13;
&#13;
One area Thompson thinks Health Services could improve upon is the services and options provided during weekends. She knows students who have had to wait long periods of time to speak with a nurse and others who have had to figure out information about their prescriptions alone because of Health Services’ limited weekend availability.&#13;
&#13;
To hopefully alleviate some stress about health-care coverage, Britto added that there are no changes to the University’s student health insurance plan. “Nothing has changed; everything is in place. People can be seen around the country, (as) UnitedHealthcare is a national network. Everywhere where UnitedHealth is accepted, the health plan will be in place,” Britto said. Virtual visits are also covered, according to a news release regarding University student health insurance.&#13;

Health Services has also been working closely with the Rhode Island Department of Health, whose communication “has been … consistent but evolving,” Britto said, adding that this communication has been near daily. &#13;
&#13;
Overall, Thompson believes that having the option to see a physician virtually is extremely helpful. “Everyone is trying to figure out exactly how to offer the best services to students and be (as) efficient as possible during times when things are just so rapidly changing,” she said.</text>

              <text>Amid the COVID-19 pandemic, when many students find themselves far from campus and their usual mental health resources, Counseling and Psychological Services is still providing services to students across College Hill and the globe.&#13;
&#13;
CAPS providers now offer telehealth services in order “to serve the student community of Brown in every way we can,” even when students are away from campus, CAPS Director Dr. Will Meek told The Herald.&#13;
&#13;
&#13;
CAPS has made many adjustments for students wherever they are, Meek said. Their default mode of communication with patients is Zoom video conferencing, but “we’re basically doing whatever way students prefer,” Meek said, adding that some students have opted for speaking on the phone instead. &#13;
&#13;
Because of Gov. Gina Raimondo’s stay-at-home order announced March 28, CAPS no longer has a typical campus staff team in place, according to Meek. “For every situation so far, we’ve been able to handle it remotely really well,” but CAPS does have a small team in place to respond to emergent situations on campus, he added.&#13;
&#13;
Meanwhile, CAPS is “continuing to provide therapy care for people that need it, no matter where they end up on the globe,” Meek said. “We’re talking to people all over the world.” &#13;
&#13;
&#13;
Everyone with a standing appointment before classes went remote was informed that appointments would continue virtually, and many people chose to continue. Additionally, Meek stated that “we’re starting to see some new folks as well,” adding that it may be even easier now to make an appointment. “Nobody (who) wants to see us is waiting more than a day right now to talk to a counselor,” he said.&#13;
&#13;
For the past few weeks, counseling center demand had gone down, Meek said, likely as students focused their efforts on getting home and figuring out their immediate plans. But he added that after Spring Break, “we’ve already started to see the beginning of (a) bounce back.” Throughout April, Meek expects a large uptick in the need and demand for various CAPS services because “there’s no life (COVID-19) hasn’t touched.”&#13;
&#13;
Additionally, use of CAPS services could be increasing because virtual appointments may seem more welcoming to students than in-person meetings. Leona Hariharan ’23, who is involved with BWell Health Promotion and the Undergraduate Council of Students Student Wellness Committee, said that she has never been to CAPS on campus but that she started using their remote services a few weeks ago because “the telehealth services are much more approachable,” she said.&#13;
&#13;
&#13;
Hariharan commented that, “The idea of walking into that fifth floor of Page-Robinson was a little terrifying. Now … I just get to sit in my bedroom and talk to someone. It’s much easier.” With a three-hour time difference, Hariharan said that scheduling appointments “hasn’t been that hard for me,” but added that it could be much more difficult for students in different time zones. &#13;
&#13;
She also added these telehealth systems should have been in place long before for students who, for example, are intimidated by going into a counselor’s office or are too sick to get out of bed. “There are a lot of people who found health services inaccessible and it’s kind of ridiculous they didn’t have telehealth services in place until now,” Hariharan said.&#13;
&#13;
To Meek’s knowledge, CAPS providing services remotely outside of Rhode Island is unprecedented at the University. He added that some of the changes made for COVID-19 will remain a part of CAPS’ program upon returning to campus, but is unsure of which aspects.&#13;
&#13;
&#13;
Additionally, CAPS is in the midst of developing other programs and outreach activities to help students “build virtual communities,” Meek said. “One of the things we’re paying particular attention to are Asian, Asian American and Pacific Islander students that may be experiencing bias or discrimination incidents. … We’re figuring out how to support (them) the best we can given those circumstances right now.”&#13;
&#13;
CAPS is also working with partners in identity centers and other groups on campus to launch a new wave of outreach and community building, Meek said. He added that the most important thing is making sure CAPS is there for students. “I really just want students to know, we’re still here for them. We’re still working; we’re still providing a lot of care.”</text>

              <text>The Undergraduate Council of Students voted to endorse a call to action letter written by the coalition Students for Equitable Pandemic Response at the last UCS general body meeting of the academic year Wednesday evening.&#13;

The coalition, which was recently formed in response to the COVID-19 pandemic, is calling for University administrators to work towards addressing issues of “healthcare, employment, academic expectations, room &amp; board and the Rhode Island community,” according to the document.&#13;

In the letter, the coalition demands that the University ensure no out-of-pocket costs for COVID-19 testing and treatment for students enrolled in the Brown healthcare plan, extend coverage of the Student Health Insurance Plan for seniors, protecting the wages of permanent and temporary Brown employees until June 30 and providing hazard pay for those working on-campus during the pandemic.&#13;

While Brown is currently unable to extend coverage for seniors independent of the University’s insurer, “what they can do and what we want them to do is bargain on behalf of students and to work with other schools that are under United Healthcare to obtain an extension of coverage into the summer,” Amkieh said.&#13;

The letter also expresses support for Universal Pass at Brown, a student campaign that seeks to implement a grading system in which all students would receive a grade of “Pass” or “Pass with Distinction” in their courses this semester, according to the campaign’s Facebook page.&#13;
&#13;
Organizers are also asking the University to pledge $10 million to mutual aid efforts responding to the pandemic in Rhode Island. The University has already contributed $100,000 to the Rhode Island COVID-19 Response Fund, which is supporting local nonprofits in the wake of the pandemic, in addition to partnering with the City of Providence and the Healthy Communities Office to provide a community meal service for Providence residents with “food security needs,” according to an April 3 community-wide letter from President Christina Paxson P’19.&#13;
&#13;
S4EPR’s letter also asks the University to refund a full 50 percent of the semester’s total room and board charges for students, regardless of financial aid status. Since the University vacated campus about halfway through the spring, reimbursement amounts are calculated based on 50 percent of the semester’s total costs and each student’s level of parent contribution, The Herald previously reported. Reimbursement amounts currently vary depending on each student’s parental contribution, housing assignment and meal plan choices.  &#13;

“It’s really wonderful that (the campaign is) trying to support students that are most vulnerable,” UCS President William Zhou ’20 said during the meeting.&#13;
&#13;
“We don’t expect open arms, complete agreement for everything we’re calling for (from the administration) — in fact, we’re expecting the opposite,” Amkieh said. He noted the need for student involvement in order to achieve the campaign’s goals, saying that “going forward, we want students to take a stake in this because it affects all of us.”&#13;

              <text>With the COVID-19 coronavirus pandemic forcing many summer internships and programs across industries to cancel, a new CareerLab program called the Brown Connect Summer Institute will provide free networking, mentorship and industry experience to students. &#13;
&#13;
The program, open to any student that completes a short application and registers by May 22, will start June 8 and run for seven weeks, according to Matthew Donato, director of CareerLAB. The BCSI prioritizes flexibility in case students wish to balance participation in the institute with other commitments — as such, students who register for the institute will face no penalty for missing scheduled programming. By guaranteeing admission to all students who register by submitting an application, the institute offers structure to any students who wish to take part.&#13;
&#13;
&#13;
The BSCI will consist of two modules. The first will last five weeks and feature two daily sessions. In the morning, alumni, parents, University faculty and staff representing a variety of fields will lecture and moderate discussions as part of case studies. The afternoon sessions will consist of skills workshops and conversations with a lecturer, according to the BrownConnect website. &#13;
&#13;
“We envisioned this concept of the BrownConnect Summer Institute to provide students with a meaningful and hopefully substantive learning experience,” Donato said. &#13;
&#13;
Each morning, the case studies will be offered across five broad tracks: “Technology &amp; Engineering, Science &amp; Healthcare, Business &amp; Entrepreneurship, Communications &amp; Creativity, Non-Profit &amp; Public Service.” Students will be able to join whichever track they wish each morning and will not have to register in advance to join a specific session.&#13;
&#13;
&#13;
“The idea is to be flexible,” said Genine Fidler ’77, P’04, P’12, a leader of BCSI and a member of the President’s Advisory Council on Internships. “Brown students are not siloed in their interests and … they want to taste all these different things.” &#13;
&#13;
Fidler emphasized that there is no requirement to attend a session every day, recognizing that students might register for BCSI to supplement a part-time internship or job, for example. &#13;
&#13;
The second module of the institute will consist of collaborative projects between students and alumni or parents. Projects have not been specified yet, but examples from the BSCI website included “Editing a movie script” or “Creating a social media presence for a small business.”&#13;

Although the BCSI team has not secured a list of alum and parent speakers yet, Andrea Baum ’83, P’15, P’18, P’21, another leader of BCSI and member of the PACI, described an encouraging response from alums.&#13;

“We’ve tried to use our alumni and parents to bring to bear all the knowledge that they have and teach you guys,” Baum said. “It’s unbelievable, the breadth and the depth of our Brown community.”</text>

              <text>Recently, Brown University announced it will temporarily house those fighting coronavirus on the front lines, namely emergency personnel and healthcare workers. This is a testament to the power the University has to do good in a global crisis. To that end, we would like to remind the institution that the needs of its most vulnerable community members have only intensified since the University transitioned to online learning in March. With respect to health care, employment, academics and room and board, we identify areas in which Brown should do more to minimize the damage of this new reality. It is in this spirit that students have come together under the banner of Brown University Students for an Equitable Pandemic Response (SEPR).&#13;
&#13;
What is a more fitting place to begin during a pandemic than health care? We are grateful that Brown’s Student Health Insurance Plan (SHIP) specifically covers COVID-19 testing. UnitedHealthcare, the parent company of SHIP, has eliminated student cost-sharing for treatment, which means no copays, coinsurance and deductibles — but only through May 31. While this is certainly helpful for the next month, unfortunately coronavirus knows no arbitrary cutoff date. Neither should Brown’s care for the health of all students. We thus call on Brown to fully cover the costs of testing, treatment and eventual vaccination for all students on the plan for the duration of the pandemic. &#13;
&#13;
&#13;
Furthermore, we recognize that the coming summer months will not allow for a normal cycle of health insurance renewals. To that end, we propose that Brown extend SHIP for graduating seniors beyond the August 15 end-of-cycle. The University has given this option to graduating PhD students and Master’s students, clearly demonstrating that an extension policy of this sort is within reason. Taking into account the most uncertain job market that seniors are about to enter, an extension is the ethical thing to do. It is also the safe one. If many alumni have not yet found another stable insurance plan, those unfortunately afflicted may be forced, out of financial necessity, to try to ‘ride out’ the illness. Of course, SEPR understands the reality that Brown cannot oversee graduates’ healthcare indefinitely, but we see this proposal as a fitting measure for an extraordinary moment.  &#13;
&#13;
Recognizing that our country embarrassingly links healthcare to employment  — with millions losing this lifeline because of mass layoffs  — we also suggest ways in which Brown can help mitigate the hardships of its workers. Brown has protected the employment of its full-time staff through June 30. Now, Brown U SEPR is simply calling on our administration to do the same for ALL workers still at Brown, including temporary workers and subcontractors. The subcontracting economy, in which Brown is a participant, can lead to lower wages, less bargaining power and scant employment protections and benefits. These vulnerabilities are clearly magnified by the pandemic. But a mere continuation of employment is not enough. Again, we reiterate the good work Brown has done with respect to its living space for front-line workers across Rhode Island. It is a recognition that essential workers require special accommodations. Continuing on that logic, then, it is incumbent on Brown to provide hazard time and a half pay to workers risking their lives by coming in. Both University and subcontracted workers must receive hazard pay going forward and retroactively for all hours worked from March 12, the day of transition to remote learning. In the long term, SEPR hopes that the pandemic forces Brown to reflect on its participation in the subcontracting economy. In the short term, these steps are how Brown must show it cares for its security guards, maintenance and dining workers and many others who ensure the University runs smoothly.&#13;
&#13;
Another central component of Brown U SEPR’s call to action is for all student workers expecting a paycheck to continue being paid for their scheduled hours through the end of the term. This includes students who have already exceeded their on-campus work expectation in wages earned. Many students rely on University employment for food, housing and other essentials. The University did give $150 for travel expenses to all students on financial aid, but this provision was for one special circumstance. Unlike a sudden flight from Rhode Island, food, housing and supplies are not one-time needs. We fear that now, faced with more than a month of lost wages, student workers are struggling to make ends meet. Considering the value student workers add to campus, pay continuity is a way for Brown to meaningfully express its appreciation.&#13;

&#13;
Beyond the clear needs pertaining to employment and healthcare, we also address the grim reality of learning off-campus. Acknowledging that over 2,600 undergraduate students and 65 faculty have endorsed the call for Universal Pass, we join them in calling on Brown to adopt a universal pass grading system. Brown values undergraduate learning as a formative time for students’ personal growth. In keeping with this mission, we must recognize that COVID-19 has devastated each one of Brown’s 6,752 undergraduates uniquely. Though the semester may be officially coming to a close, it is not too late for an academic policy that brings as much uniformity as possible to a pandemic and economic collapse. &#13;
&#13;
From an email students received regarding room and board fees, Brown’s refund policy multiplies half of a semester’s total fees “by the percent of parent contribution to the standard cost of attendance.” This decision to only factor in parental contribution makes financial aid dollars ineligible for refund. How illogical, since financial aid is meant to cover precisely what parents cannot contribute! Assessing the refund in this manner, then, seems to skew the benefits away from families who need it most. Now, University administrators might respond to these claims by pointing to the Emergency Funds, Curricular &amp; Co-curricular Gap (E-Gap), which allows students to apply for financial support in times of unexpected need. This approach, however, burdens students to request money for each issue that arises. It fails to capture how financial struggle does not tend to allow significant free time. Similar to grading, then, SEPR advocates for a universal solution: an across-the-board refund of 50 percent of the semester’s room and board costs to all students, regardless of parental contribution.&#13;
&#13;
Finally, we must remember that Brown is not in a bubble. According to the University’s website,  “the story of Brown is also the story of Providence and Rhode Island.” This quote could reflect a laudable commitment to the community, but in light of Brown’s tax arrangements, we caution the University to tamp down its pride. The University’s exemption from Providence property taxes translates to over $30 million less for the city — especially biting when budgets for the whole state are running thin. By pledging $10 million to mutual aid efforts in Rhode Island, Brown would justify belonging in Rhode Island’s story. To this end, we’ve put together a list of local groups that University donations could help tremendously.&#13;
&#13;
&#13;
Unlike President Paxon, Brown U SEPR is by no means optimistic about a return to normalcy on campus in the fall. Instead, we are focusing on fundamental human needs that do not depend on a calendar: health, employment, financial well-being. We may lack a blueprint for how to successfully overcome a pandemic, but we will not stay quiet at home.&#13;

Grade Option Changes (through May 1)&#13;
&#13;
Please remember that you have the ability to change your course grade options until 5 p.m. E.D.T. this Friday, May 1, via self-service Banner (http://selfservice.brown.edu/). (A tutorial link on how to change grade options in Banner is available at https://ithelp.brown.edu/kb/articles/students-change-grade-options-in-banner.) If you have any questions about how to approach this decision for any of your classes, we encourage you to reach out to your academic advisor or schedule an appointment with an advising dean (https://www.brown.edu/academics/college/drop-in-hours).&#13;

We are confident that your grades this semester and any grade option choices you make will be understood by future employers, graduate schools, and fellowship committees in the context of the global pandemic. In recent weeks, for instance, many graduate and professional schools have declared that they will honor all individual student grade choices this semester. In contrast to early reports that suggested programs might only accept mandatory pass/fail grading, many schools have also explicitly updated their policies to allow for optional S/NC choices and eliminated language about letter grade preferences. Final Exams (May 6-15) and Excused Final Exam Absences&#13;
&#13;
The final exam period will begin on Wednesday, May 6. If you have concerns about connectivity or scheduling regarding remote exams, please be sure to discuss these with your instructor as soon as possible.&#13;
&#13;
If you have an emergent medical or personal emergency at the time of a final exam, you may request an excused absence. During business hours (8:30am-5pm EDT), you can email college@brown.edu or call (401) 863-9800; outside of regular business hours, you can contact the Administrator on Call at (401) 863-3322. A Final Exam Excuse Dean will then contact you to discuss your particular situation. If you are granted an excused final exam absence (ABS), you will receive a temporary ABS notation rather than a final grade for the course, and the Registrar’s Office will proctor a make-up final exam to take place in the first two weeks of the fall term (https://www.brown.edu/academics/college/support/faculty/final-exams/deans-notes-exam-excuses-and-incompletes).&#13;
&#13;
Support for Incompletes and Academic Standing&#13;
&#13;
Our best advice for both final exams and completing courses is to make every effort to finish your coursework during the semester. We have asked faculty to be flexible and understanding in supporting that goal. However, if you have outstanding work that cannot be completed by the end of the exam period, you may request an Incomplete (INC) from your instructor (https://www.brown.edu/academics/college/degree/policies/incompletes). If you and your instructor agree to pursue this option, you should be sure to discuss a clear structure and timeline, as well as the resources available to you while completing your coursework.&#13;
&#13;
As a reminder, the Committee on Academic Standing has established guidelines to assure that no student’s academic standing will be adversely affected by their coursework this semester. In the simplest terms, these guidelines ensure that every student’s academic standing for the Fall 2020 term will be at or above their standing at the start of Spring 2020. (An FAQ on academic standing at Brown is available at https://www.brown.edu/academics/college/degree/policies/faqs.)
