The University is implementing a “phased approach” to in-person undergraduate instruction and student returns to campus in light of the shifting public health landscape, according to the Healthy Brown website.
As part of this approach, all undergraduate courses will be taught remotely until the week of Oct. 5, meaning in-person teaching will resume at least two weeks later than initially planned — or not at all.
A limited number of students will be allowed back on campus prior to this date, as part of phase one of the fall term. Most undergraduates will likely be invited back to campus in phase two. The University will make a decision by Sept. 11 about proceeding with phase two or shifting to a fully remote semester.
Students invited to campus for phase two of reopening may choose to continue to study remotely, and faculty members may choose to teach their courses remotely if they have health concerns even if in-person classes begin in phase two. Employees who are able to continue their work remotely in the coming months will do so, according to the Healthy Brown website.
Graduate and medical students will still return to campus before Sept. 7 for in person instruction in most cases, Paxson wrote.
Undergraduate students living off-campus are “discouraged from returning to campus until late September,” Paxson wrote.
Public health conditions
The beginning of the second phase will depend on whether the in-state severity of the virus has sufficiently declined.
“If by September 11, COVID-19 cases in Rhode Island have declined from their current level over a 14-day period and the number of students who test positive for COVID-19 is sufficiently low, then we will follow our current plan to offer many smaller undergraduate courses (with no more than 20 students) in person beginning on October 5,” President Christina Paxson P’19 wrote in an Tuesday email to community members.
“If these conditions are not met by September 11, the remainder of the semester will be remote,” she wrote.
Undergraduates who live in environments that are unsafe or unconducive to remote study, who have planned research and laboratory work or who cannot return home because of international status will be able to apply to return to residence halls before Labor Day.
Paxson’s email follows a wave of announcements from institutions across the country who have altered plans to bring students back to campus — or reversed those plans altogether. Howard University and Princeton University were among the institutions that announced they will be moving completely online for the fall semester last week. In their decisions, both cite difficulty in quarantine procedures for students, health risks for surrounding communities and diminished quality of on-campus experience.
Following months of successful efforts to reduce the number of coronavirus cases in the state, new infections began to gradually increase over the past month. Governor Gina Raimondo announced the extension of Phase 3 and a reduction in size of social gatherings to 15 people on July 29.
“It is unclear whether cases will decline or continue to rise in the coming week,” Paxson wrote. “We must confront the reality that bringing students back in smaller numbers is the safer course,” she added.
Academics, campus life
This newly-adopted phased approach to the start of in-person instructions does not impact the tri-semester model announced last month, Paxson wrote. “The expectation is that first-year students will still arrive for the spring term and continue to the summer term,” she added.
The pre-registration process will continue as planned, with students receiving their initial course registrations on Aug. 14 and the add/drop period following from Aug. 17 to Sept. 22. Students can order physical or digital course materials through the Brown Bookstore website beginning Aug. 24.
From Aug. 22 to Sept, 15, students living both on- and off-campus will be expected to adhere to the University’s quiet period. During this time, students are “expected to remain in their residents halls except for a limited number of specific essential activities,” wrote Eric Estes, Vice President for Campus Life, and Rashid Zia, Dean of the College, in a campus-wide email Tuesday.
During this time the University will be following quarantine requirements put in place by the Rhode Island Department of Health. This includes “wearing masks, social distancing, testing, contact tracing, and limiting the size of social gatherings for attendees and especially hosts,” Estes and Zia wrote. Failure to comply with these requirements will be considered a violation of the University Code of Student Conduct.
The new staggered arrival plan means previous housing requests by students to live with friends on campus no longer apply. “Returning to campus before Labor Day will invalidate any prior requests for specific neighbors unless they also apply for and receive permission to move in at the end of August,” Estes and Zia wrote. Students who return in the first phase will likely be reassigned to a new room upon the return of the remaining students in the second phase depending on the public health situation.

Five out of 5,400 COVID-19 test results of Brown community members were positive as of Sept. 1.
6,375 members of the Brown community who are studying, living or working on campus were enrolled in the University’s testing program, which began Aug. 24, according to a community wide email from Executive Vice President for Planning and Policy Russell Carey ’91 sent Wednesday.
By the end of Tuesday, Sept. 1, the program completed “approximately 6,000 tests” at the Olney-Margolies Athletic Center and Jewelry District testing sites, of which 5,400 have been returned as results.
Community members enrolled in the program receive routine testing either once or twice a week, depending on whether they are classified as high contact or medium contact, The Herald previously reported. The five tests corresponded to results from five different community members. The email did not specify the exact dates when the tests that delivered positive results were administered, only that the testing period was between Aug. 24 and Sept 1.
Only 10 of the tests were “indeterminate,” according to University spokesperson Brian Clark. Indeterminate results are tests that could not be processed for various reasons.
“Some of the positive results represent prior infections of COVID-19 over the past 90 days, during which time a person can shed virus particles that are subsequently picked up by the test, even though the individual is no longer contagious,” Carey wrote in the email. “Consistent with CDC guidance, when an individual tests positive through routine or other testing, they will not be tested for the next 90 days.”
Carey also wrote that administrators have “experienced challenges with the online scheduling process,” causing problems for community members when signing up for a test. He attributed some of these challenges to a system update in Verily, the 3rd party vendor that schedules the University’s tests. That update took place Tuesday night.
Other challenges “have been related to the change in testing cadence from the summer pilot, when we were sampling the population and selecting participants at random for tests, to the fall when all participants are tested either once or twice a week,” he wrote.
The Broad Institute of Harvard and the Massachusetts Institute of Technology collects tests from the two testing sites twice a day. The samples arrive at the laboratory in Cambridge, Massachusetts, the evening of the day they were collected, Carey wrote.
“While the low rate of positive asymptomatic tests is reassuring, it is by no means an indication that our individual or community vigilance with regard to health and safety measures should relax,” Carey wrote.

As part of the University’s “phased approach” to undergraduate instruction and students’ return to campus announced Aug. 11, most undergraduate students will not be allowed on campus until late September, if at all.
But, for the undergraduates granted permission to reside on campus, those living off campus on College Hill and graduate students, The Herald has compiled information on the details of returning to campus as well as updates about on campus resources, which can be found here.

Arrival on campus

“Because the University cannot guarantee a campus free from the risk of becoming infected with COVID-19, I understand that my failure to follow these health and safety requirements increases the risk that I may become infected with COVID-19 or infect others, and that I or other members of the community may experience severe illness including personal injury and death as a result of becoming infected with COVID-19,” reads one line of the commitment.
An individualized link to the COVID-19 online education module was sent to all students planning to return to Providence at the end of the month today, Aug. 21, coinciding with the deadline to request an early return. The deadline to complete the module is Wednesday, Aug. 26, according to the email.
Students returning to live off-campus had to indicate their date of return on the Housing Questionnaire by 11:59 p.m. Aug. 20. Those students, as well as those returning to live on campus, will receive a COVID-19 test on Aug. 29 or close to their arrival.
The University is also purchasing additional health supplies for distribution, and is ensuring that its supplies will be adequate to provide three cloth masks, two 4-ounce tubes of hand sanitizer and one container of sanitizing wipes to every student, faculty, and staff, according to the Healthy Brown website.
Quiet period
All students living on and off campus will have to adhere to a 14-day quiet period — essentially a quarantine — in order to eliminate the risk of spread from pre-symptomatic and asymptomatic students. The quiet period will be split into two phases.
Stage One
In the first stage, on-campus students will be isolated within their residence halls. They will only be permitted to leave to receive a COVID-19 test or pick up dining hall meals delivered to designated spots on campus, according to the Healthy Brown website.
Students living off-campus will be expected to quarantine in off-campus housing in compliance with Rhode Island Department of Health rules. RIDOH notes that while all people arriving in Rhode Island are advised to quarantine, people traveling from one of these 33 states with a positivity rate of over 5 percent or out of the country are required to quarantine for 14 days.
College students are exempt from the RIDOH provision allowing visitors and returning residents to “test out” of a two-week quarantine with a negative COVID-19 test obtained within 72 hours prior to arrival, according to the Healthy Brown website, meaning that if a returning student tests negative on arrival, they will still need to complete a two week quarantine. RIDOH’s “Guidance for Colleges, Universities and Boarding Schools” notes only that “students and their families and friends traveling from countries outside of the US or a hot spot within the US must quarantine for 14 days within the state.”
Off-campus students will not be allowed on campus in any capacity during the quiet period with few exceptions, including receiving a scheduled COVID-19 test, visiting Health Services or completing University-approved laboratory work.
On-campus students are discouraged from leaving their rooms for anything other than the essentials, according to Vanessa Britto, associate vice president for campus life and executive director of health and wellness for the University. “As challenging as it is, we really do need people to not gather while in residence halls and to limit their movement beyond the essentials — bathroom, meal pick-up, etc.,” Britto wrote in an email to The Herald. “This will help us minimize exposures during the quiet period.”
All students returning to Providence will be tested twice during phase one of the quiet period — once upon arrival and again after four or five days. “Low infection rates in the second-round test will allow Brown to move to Stage 2,” on the phased reopening model, according to the Healthy Brown website.
Stage Two
Stage 2 of the quiet period will bring some more flexibility to those living on-campus — students can exercise outdoors (on-campus only), have small gatherings (five people wearing masks or adequately social distancing) and order contactless food delivery to residence halls.
Off-campus students will still have to comply with the RIDOH-mandated 14-day quarantine, and will not be allowed on campus save the few exceptions also applicable during stage 1.
Students residing on campus are not permitted to interact with students living off campus during stage 2.
During stage 2, all students on meal plans will be allowed to pick up grab-and-go meals from dining halls, including off-campus students.
The Healthy Brown website notes that the University may loosen or tighten listed quiet period restrictions based on the results from arrival testing.
Failure to adhere to the quiet period regulations and the University’s COVID-19 Campus Safety Policy, issued Aug. 7, will be a violation of the Student Code of Conduct, which could result in sanctions including removal from campus or academic suspension.
“We are relying on each member of the community to be fully engaged in holding each other accountable and in providing guidance and support around the public health guidelines,” wrote Yolanda Castillo-Appolonio, senior associate dean of students and director of student conduct and community standards, in an email to The Herald.
Testing
Most University students returning to Providence — including all undergraduates — will be considered “high-contact,” and will undergo asymptomatic testing for COVID-19 twice per week, The Herald previously reported.
To facilitate the details of testing and symptom tracking, the University has partnered with Verily, a life sciences company. Members of the University community will use Verily’s Healthy at Work online tool to report daily symptoms and schedule COVID-19 tests. Returning students will be granted access to the tool in an upcoming email.
“Students who will be living on campus or off campus in Providence in the fall will soon receive an email with instructions on how to log on to Verily Healthy at Work, schedule their first COVID-19 test and complete symptoms screening questions,” Russell Carey P’18, executive vice president for planning and policy at the University, wrote in an email to The Herald. “Students will schedule each subsequent routine COVID-19 test directly after they have been tested.”
All asymptomatic testing of students will take place in the Olney-Margolies Athletic Center. Students will be tested with a nasopharyngeal swab, which will be self-administered under the supervision of a medical professional, The Herald previously reported. Clinicians will be available to assist students who request help with administering the test.
Any student exhibiting symptoms of COVID-19 should contact University Health Services, which will then arrange a telehealth visit to assess the student’s symptoms and schedule a test if necessary. All symptomatic testing will be conducted by Health Services personnel and will be conducted at a separate University facility. There will be another location for symptomatic testing of students already in isolation or in the quarantine residence hall, The Herald previously reported.

Images and scans of two packages of materials I received near the start of Quiet Period (during my second coronavirus test at the OMAC, 9/2/20.) Similar bags were distributed to all undergraduate students who were living in the Providence area and getting tested at around this time, although there seems to have been some variation in mask numbers, type, and quality.
The envelope labeled "Quiet Period Kit" contained a pamphlet titled "A Guide to Forming Your Pod," a pamphlet titled "Quiet Period Tips and Activities," six postcards, a poster titled "Stop the Spread of Germs," four Brown Takes Care stickers, and a box of colored pencils.
The plastic bag contained three cloth tie-on face masks, two four-ounce tubes of hand sanitizer, and a package of 50 alcohol wipes.

While in person engagement will be very limited at that time, we hope to create a robust calendar of remote and virtual programs to welcome students back to campus, continue to build community, and share important information, guidance, and resources for the fall. Our goal is to publicize that programming to students as a collaborative two-week welcome accessible via the Brown app and social media.

We have compiled a robust list of opportunities for remote engagement throughout the quiet period (8/29-9/15) comprising over 200 events. These events are hosted by a variety of campus departments and student groups and are categorized by theme so you can search by the categories that are of most interest to you! While this programming is designed for students going through quiet period on campus, it is also a virtual kick off to the semester for all students and the Brown community.

Each day for the first week of Quiet Period (Sept. 2-9), Brown invites students, faculty and staff to participate in a virtual challenge for a chance to win a prize from the Brown University Bookstore.
Share your submission, along with your Brown email address, via Instagram direct message or email at browntakescare@brown.edu. Entries must be shared no later than 10 a.m. EST three days after they have been announced. Winners will be chosen at random. You do not have to be on campus to participate.

Quiet Period Haikus
Express your thoughts on the fall semester, Quiet Period or anything else related to living with COVID-19, in the form of a haiku. A quick refresher: haikus are three-line poems with five syllables in the first and last lines and seven in the middle.
