Text Any textual data included in the document Following the conclusion of the summer pilot phase for our routine COVID-19 testing program, the University launched an even more comprehensive fall testing program on Monday, Aug. 24. I write today with an initial update to the community on our results to date, as students and employees approved to be on campus continue to visit our two testing locations with the start of the fall term approaching. Since Aug. 24, we have enrolled in the testing program 6,375 members of the Brown community who are studying, working or living on campus as part of our phased return to in-person operations. By the end of the day on Tuesday, Sept. 1, we had completed approximately 6,000 tests at the Olney-Margolies Athletic Center (OMAC) and One Davol Square testing sites. As of that same timeframe, results for more than 5,400 of those tests had been returned, with the others still to be processed. Out of those approximately 5,400 tests, we have had a total of five positive results. Among those five, some of these positive results represent not newly detected cases, but prior infections of COVID-19 diagnosed at earlier points within the past 90 days — during that timeframe after diagnosis, a person can shed virus particles that are detected by a previous test, even though the individual is no longer contagious. (And consistent with CDC guidance, individuals who test positive should generally not be tested for the next 90 days.) While the low rate of positive asymptomatic tests is reassuring, it is by no means an indication that our individual or community vigilance with regard to health and safety measures should relax. It is an indication that the efforts we are all making every day -- wearing masks, washing our hands, maintaining social distancing, staying home when sick or exposed, participating in the testing program -- are working and that we need to continue those efforts to best protect ourselves, the Brown community, and our broader Providence and Rhode Island communities as well. In general, the feedback we have received regarding the testing sites and process itself has been positive, and we have continued to make improvements based on participant feedback and suggestions. We have also been monitoring the timeliness of results closely. The Broad Institute picks up test samples from both of our testing sites twice a day, and those samples arrive in their Cambridge, Massachusetts, lab facility in the late afternoon or evening on the same day each test is conducted. For the most part, the Broad Institute has delivered results within 24 hours of the sample arriving at the lab -- so typically with 24 to 36 hours following the test. That is consistent with what we anticipated but remains a metric of success that we will assess on a daily basis. As some participants are aware, we have some challenges with the online scheduling process. A significant system update to the Healthy at Work / School web application was implemented this week, and we believe that challenges to the scheduling process have been resolved. Some of these were related to the change in testing cadence from the summer pilot, when we were sampling the population and selecting participants at random for tests -- as opposed to the fall program, through which all participants are tested either once or twice a week. Concurrent with the launch of the testing program, we are also in the latter stages of finalizing a public dashboard that will share data on testing results and the prevalence of the virus on campus. Indeterminate results are tests that could not be processed for various reasons. “Some of the positive results represent prior infections of COVID-19 over the past 90 days, during which time a person can shed virus particles that are subsequently picked up by the test, even though the individual is no longer contagious,” Carey wrote in the email. “Consistent with CDC guidance, when an individual tests positive through routine or other testing, they will not be tested for the next 90 days.” Carey also wrote that administrators have “experienced challenges with the online scheduling process,” causing problems for community members when signing up for a test. Text Any textual data included in the document For Shanghai resident Tiffany Chan ’23, coming back to Brown from China this fall requires an unusual, extra long layover: 14 days of quarantine in Hong Kong. The stop is necessary because of current travel restrictions banning non-U.S. passport holders from entering the U.S. directly from China. Chan plans to live in her grandmother’s apartment for those two weeks later this month — where she must quarantine alone. “I (have) to kick my grandma out of her house, and she has to live with the rest of my family (in Hong Kong), because Hong Kong is very serious about quarantining alone,” she said. “The process (is) difficult,” said Chan, who hasn’t lived in Hong Kong since the age of three. Due to the ongoing COVID-19 pandemic, travel restrictions are in place for many international students wishing to return to campus this semester. Most travelers who have been to certain countries in the past 14 days — including Brazil, Iran, China, Ireland, the United Kingdom and the Schengen Area, which includes most countries in Europe — are barred from entering the United States because of presidential proclamations instituted during the spring. This restriction does not apply to U.S. citizens and F-1 or M-1 visa holders traveling from certain countries including Ireland, the United Kingdom or the Schengen Area. Almost 30 percent of international students planned to study remotely as of Aug. 10. For international students finding a way back to Providence who do not fit those exemptions, the process has been strenuous and anxiety inducing. “Some students are taking the option of quarantining in a third country that the U.S. doesn’t have a restriction on,” said Christine Sprovieri, director of international travel risk management for the office of global engagement. For three students interviewed by The Herald, quarantining in a third country in order to return to College Hill is worthwhile. The main motivation behind Chan’s decision to return to campus is the 12-hour time zone difference between Providence and Shanghai. “I am not the type of person who can flip my circadian rhythm,” she said. And beyond returning to Eastern Daylight Time, Chan said she expects that the College Hill atmosphere will support her studies. “I will be able to focus better and be in an academic environment,” she said. Fabiana Sarkis ’22, a Herald designer, shared the desire to return to an academic environment. Sarkis is from Brazil and quarantined for 15 days in Mexico before coming to Providence. She said she considers physically returning to Brown crucial for the quality of her education, which remains her priority. “I am at Brown essentially to learn, to be educated and to take classes. I don’t think I would have that experience back home,” she explained. Sarkis reached this conclusion in part based on her experience with remote learning at the end of last semester. Taking classes from home in the spring was “fine, but I didn’t think I learned as much. Even if I am in my dorm, I learn more than if I am in my room at home,” Sarkis said. Lucas Camillo ’21, also from Brazil, stayed in Sweden and Poland for 19 days before entering the U.S. with his student visa. Camillo’s decision to return to Providence was tied to his upcoming position as a teaching assistant in the biology department. That is “the main reason I am here,” he said. But the decision to come back was not without its financial drawbacks. “Yes, it was costly,” Sarkis wrote. “I know a lot of people who couldn’t return to the States because of money.” The financial burden of quarantining in a third country was echoed by Camillo. “Quarantining in Europe and then going to the U.S. cost me and my family probably twice as much as going to the U.S. in terms of plane tickets,” he wrote. The three international students all expressed concerns about being so far from home during a pandemic. Despite no longer grappling with time zone differences, they now face the possibility of not going home for a year and uncertainty about when they will next see their parents. “I am afraid that if we aren’t careful and campus closes, then I will have issues getting home,” Sarkis said. “Rushing home last time was very stressful and anxiety-inducing. It isn’t easy for (international students) to get home.” Chan is primarily concerned about what would happen to her if she were to get sick while in the U.S. She is hoping for more guidance from the University on that front. “At what point would I be sent to a hospital?” she asked, adding that getting sick in a foreign country would worry her parents. “I hope that American kids understand that it’s going to be a hard semester for us,” Chan said. “It’s a lot to navigate right now.” Sprovieri acknowledged that the process of returning has been challenging for students, but stressed the resources the University provides to help international students navigate their plans for this upcoming semester. Sprovieri encourages students to use International SOS, a travel security firm that provides medical and security advice to anyone traveling on University business. She also encouraged students to reach out to administrators. “There is definitely no lack of support at Brown. We have a really great group of staff and colleagues that are standing ready to support international students,” Sprovieri said. There, many University students and staff are learning to follow a set of equally spaced-out arrows along the floor and swab their nasal passages, instead of dribbling basketballs, as the University tallies positive and negative test results. There have been five positive tests from 5,400 results that have come back thus far from Brown community members who have already initiated their asymptomatic testing at the OMAC or Brown’s second testing center, 1 Davol Square. Over 6,000 University community members have received tests at the two locations from Aug. 24. through Sept. 1 as part of the academic year testing process, according to a Sept. 2 email from Executive Vice President for Planning and Policy Russell Carey ’91. The University’s current testing process was built off of information gathered during the University’s summer testing pilot, which reported under five positive results from around 3,100 total tests, according to an Aug. 28 Today@Brown Announcement from Provost Richard Locke P’18 and Executive Vice President for Finance and Administration Barbara Chernow ’79. “We have worked hard to improve the test scheduling process, speed up turnaround times for test results, strengthen the process for delivering test results to participants, and refine the approach to the web-based screening survey through which participants report symptoms,” they wrote in the announcement summarizing summer testing results. Still, due to the transition from randomized testing to required weekly or semiweekly testing, some testing participants had difficulties with the scheduling process over the past week. Some returning students mistakenly received emails, reviewed by The Herald, indicating that they had not followed testing and symptom tracking procedures and stated that if they did not remedy the alleged mistake, the matter would be “referred to the Office of Student Conduct and Community Standards and you may face disciplinary action.” But Carey added that Verily, the company working with the University to manage testing logistics, has updated their system, mostly resolving this issue. “The feedback we have received regarding the testing sites and testing process itself has been positive, and we have continued to make improvements based on participant feedback and suggestions,” Carey wrote. Claire Miller ’21, who lives off-campus, shared such feedback about her experience registering for testing, which requires setting up an account on Verily’s website after receiving an email from Campus Life. The directions were “super, super clear,” Miller said. “Honestly, I think they’re doing a really good job with the explanations. I was a little nervous when I went in just because I hadn’t done it before, but it was so organized.” Upon arrival at the OMAC, students must follow arrows dotting the floor and stand at socially distanced spots while waiting in line for a temperature check before showing an ID to check-in. Staff then direct community members to private booths separated by black curtains, where health care personnel wearing long gowns, face shields, masks and gloves instruct them on how to administer the test. For asymptomatic individuals, the University has opted for an “easier and significantly less uncomfortable” — yet comparably accurate — anterior nasal test that uses a swab and does not go as deep into the nose as the nasopharyngeal test, according to the Aug. 28 University statement. Mia Santomauro ’21, who is also living off-campus, went in to receive their first test Aug. 24, the first day of academic-year COVID-19 testing at the OMAC, after it transitioned from a prior location on Meeting Street. Santomauro, who like Miller completed the entire process in around five minutes, said the process was “super easy,” and, given the vast space, it “wasn’t overly crowded.” The University specifically chose the OMAC because it is spacious and well ventilated. Verily will notify participants getting tested once or twice a week to schedule a subsequent test three days or one to two days, respectively, after their last test. In both cases, it is recommended that people space out their tests every three to four days. “For the most part, the Broad Institute is turning around results within 24 hours of the sample arriving at the lab, so typically a day and a half after the test,” Carey wrote. Students who test positive will not be tested again for 90 days in accordance with guidelines from the Centers for Disease Control and Prevention. Once the lucky ones were chosen, we all said “yes” for different reasons: the unmatched academic freedom of the Open Curriculum, the ability to connect with world-renowned professors, the incredible diversity and richness of the student body and many more. After having committed to Brown, we meet on College Hill and as we immerse ourselves in all that the University has to offer, we get to experience the reasons behind our original “why Brown” and discover many new reasons why Brown is the place for us. Regardless of what determined our decision, each Brown student wants to indulge in the environment that they agreed to be part of when they were admitted; however, with the COVID-19 pandemic knocking at the Van Wickle Gates, this dream is unfeasible. From the moment most students evacuated campus on March 17, 2020, we all knew this year was going to be different. Finishing the rest of the semester online was not a good substitute for in-person classes, as students contended with technical issues, time zone differences and major resource inequities, among many other challenges. When President Christina Paxson P’19 announced the trimester plan for the 2020-2021 academic year on July 7, it seemed somewhat reasonable to expect that that the COVID-19 pandemic would subside enough to allow for small, socially distant classes by September; however, it has become increasingly clear that the pandemic has not subsided, but has worsened. On March 17 when we evacuated campus, there were 11 new cases in Rhode Island, with a three-day average of 5 new cases. On July 7, there were 47 new cases, with a three-day average of 43 new cases. On Aug. 12, when the Brown administration communicated that students would not be welcome on campus for in-person classes until at least Oct. 5, there were 100 new cases and a three-day average of 100 new cases. According to The Chronicle of Higher Education, 102 private, nonprofit colleges and universities in the US are operating fully online for the fall 2020 semester, including peer institutions like Harvard University, Johns Hopkins University, Princeton University and the University of Pennsylvania. Some of these announcements have come only in the last few weeks as institutions have realigned their plans with the state of the pandemic. I support the University in providing a petition process for students who have extenuating circumstances to come to campus, whether for logistical (e.g. not being able to return home), financial (e.g. prohibitive living expenses) or personal (e.g. not having a safe learning environment) reasons. But in failing to declare a fully remote semester for the rest of the student body and instead holding out on its final decision regarding reopening until mid-September, Brown increases the anxiety that students already feel during these tumultuous times, shreds any ability for students to plan ahead and ultimately puts the lives of students, faculty and staff at risk in order to better serve the University’s ego and coffers. As students, we have been left to wallow in a freakish purgatory, where we are asked time and time again to decide whether to operate virtually or risk our lives for the mere chance at returning to a shell of what once was the in-person Brown community. The moving goalpost of our return to College Hill forces students to make, undo and remake travel plans, which is both stressful and costly. So far, the University has offered no services for helping students plan their travel, which can be especially tricky for students from rural areas or foreign countries where flights to Providence are more difficult to book. There has also been no effort to ameliorate the cost of travel, which includes the base cost of tickets and luggage charges as well as change and cancellation fees. Whether students choose to study remotely or attempt to return, we are being required to pay the same tuition price that we would for a standard semester, a price which increased by 3.75 percent this year to $59,254 (not including room, board, books and other fees). In her April 26 opinion column in The New York Times, Paxson stated that certain aspects of the college experience “just aren’t the same on Zoom,” and she was right. “[T]he fierce intellectual debates, … research opportunities in university laboratories and libraries and the personal interactions among students,” don’t occur when we operate from home, so we shouldn’t be paying tuition as if we are still partaking in such activities. The only justification the University could potentially have for charging such exorbitant prices for a lesser experience is the possibility that students will return in October. Without this unrealistic attempt at returning to in-person learning, there would most certainly be a (fully justified) student uprising to lower tuition. As it stands, the University has a precedent for not refunding tuition for a partially in-person semester since they did not give any tuition refunds after the evacuation in spring 2020. Instead, the University awarded $150 travel stipends and a small, prorated refund of room and board charges. Brown derives millions of dollars of funding from tuition and is quite literally protecting that income stream with student lives. There is an obvious financial benefit to the University if administrators continue to dangle the shimmering but unattainable carrot of in-person learning in front of our noses. Beyond that, offering the possibility of reopening campus this fall also strokes the egoes of University administrators who have stated that they’re doing everything they can to ensure students can return to campus. Paxson in particular has been vocal about this goal, writing the aforementioned opinion column and even testifying in front of the Senate. If Brown conducts a fully remote semester when there is even a slim chance that students could return, both Paxson and the University have to accept that they were wrong. It appears that Paxson is more willing to risk student, faculty and staff lives than be caught with a bit of egg on her face. In short, though I and everyone else connected to the University desperately want to return to our beloved Brunonia, an in-person semester is not worth the safety of those who have built the Brown community. The preservation of life supersedes all other concerns — financial, educational and personal. The Brown community will endure this pandemic even if we are scattered across the world, but we cannot return to education if we are not alive to participate. Text Any textual data included in the document As part of the University’s “phased approach” to undergraduate instruction and students’ return to campus announced Aug. 11, most undergraduate students will not be allowed on campus until late September, if at all. But, for the undergraduates granted permission to reside on campus, those living off campus on College Hill and graduate students, The Herald has compiled information on the details of returning to campus as well as updates about on campus resources, which can be found here. During stage 1 of the quiet period, students living on campus will only be able to leave their dorms for meals and testing, while off-campus students will be expected to quarantine away from campus. Students will be sent an email with information to set up the symptom tracking tool and schedule their first tests on campus. Arrival on campus All students who will be living in Providence, whether on or off campus, will have to complete an “online education and prevention module” and sign a commitment to follow the University’s health and safety requirements. The commitment, which can be found on the Healthy Brown website, consists of 12 clauses and a statement of understanding. “Because the University cannot guarantee a campus free from the risk of becoming infected with COVID-19, I understand that my failure to follow these health and safety requirements increases the risk that I may become infected with COVID-19 or infect others, and that I or other members of the community may experience severe illness including personal injury and death as a result of becoming infected with COVID-19,” reads one line of the commitment. An individualized link to the COVID-19 online education module was sent to all students planning to return to Providence at the end of the month today, Aug. 21, coinciding with the deadline to request an early return. The deadline to complete the module is Wednesday, Aug. 26, according to the email. Students returning to live off-campus had to indicate their date of return on the Housing Questionnaire by 11:59 p.m. Aug. 20. Those students, as well as those returning to live on campus, will receive a COVID-19 test on Aug. 29 or close to their arrival. The University is also purchasing additional health supplies for distribution, and is ensuring that its supplies will be adequate to provide three cloth masks, two 4-ounce tubes of hand sanitizer and one container of sanitizing wipes to every student, faculty, and staff, according to the Healthy Brown website. Quiet period All students living on and off campus will have to adhere to a 14-day quiet period — essentially a quarantine — in order to eliminate the risk of spread from pre-symptomatic and asymptomatic students. The quiet period will be split into two phases. Stage One In the first stage, on-campus students will be isolated within their residence halls. They will only be permitted to leave to receive a COVID-19 test or pick up dining hall meals delivered to designated spots on campus, according to the Healthy Brown website. Students living off-campus will be expected to quarantine in off-campus housing in compliance with Rhode Island Department of Health rules. RIDOH notes that while all people arriving in Rhode Island are advised to quarantine, people traveling from one of these 33 states with a positivity rate of over 5 percent or out of the country are required to quarantine for 14 days. College students are exempt from the RIDOH provision allowing visitors and returning residents to “test out” of a two-week quarantine with a negative COVID-19 test obtained within 72 hours prior to arrival, according to the Healthy Brown website, meaning that if a returning student tests negative on arrival, they will still need to complete a two week quarantine. RIDOH’s “Guidance for Colleges, Universities and Boarding Schools” notes only that “students and their families and friends traveling from countries outside of the US or a hot spot within the US must quarantine for 14 days within the state.” Off-campus students will not be allowed on campus in any capacity during the quiet period with few exceptions, including receiving a scheduled COVID-19 test, visiting Health Services or completing University-approved laboratory work. On-campus students are discouraged from leaving their rooms for anything other than the essentials, according to Vanessa Britto, associate vice president for campus life and executive director of health and wellness for the University. “As challenging as it is, we really do need people to not gather while in residence halls and to limit their movement beyond the essentials — bathroom, meal pick-up, etc.,” Britto wrote in an email to The Herald. “This will help us minimize exposures during the quiet period.” All students returning to Providence will be tested twice during phase one of the quiet period — once upon arrival and again after four or five days. “Low infection rates in the second-round test will allow Brown to move to Stage 2,” on the phased reopening model, according to the Healthy Brown website. Stage Two Stage 2 of the quiet period will bring some more flexibility to those living on-campus — students can exercise outdoors (on-campus only), have small gatherings (five people wearing masks or adequately social distancing) and order contactless food delivery to residence halls. Off-campus students will still have to comply with the RIDOH-mandated 14-day quarantine, and will not be allowed on campus save the few exceptions also applicable during stage 1. Students residing on campus are not permitted to interact with students living off campus during stage 2. During stage 2, all students on meal plans will be allowed to pick up grab-and-go meals from dining halls, including off-campus students. The Healthy Brown website notes that the University may loosen or tighten listed quiet period restrictions based on the results from arrival testing. Failure to adhere to the quiet period regulations and the University’s COVID-19 Campus Safety Policy, issued Aug. 7, will be a violation of the Student Code of Conduct, which could result in sanctions including removal from campus or academic suspension. “We are relying on each member of the community to be fully engaged in holding each other accountable and in providing guidance and support around the public health guidelines,” wrote Yolanda Castillo-Appolonio, senior associate dean of students and director of student conduct and community standards, in an email to The Herald. Testing Most University students returning to Providence — including all undergraduates — will be considered “high-contact,” and will undergo asymptomatic testing for COVID-19 twice per week, The Herald previously reported. To facilitate the details of testing and symptom tracking, the University has partnered with Verily, a life sciences company. Members of the University community will use Verily’s Healthy at Work online tool to report daily symptoms and schedule COVID-19 tests. Returning students will be granted access to the tool in an upcoming email. “Students who will be living on campus or off campus in Providence in the fall will soon receive an email with instructions on how to log on to Verily Healthy at Work, schedule their first COVID-19 test and complete symptoms screening questions,” Russell Carey P’18, executive vice president for planning and policy at the University, wrote in an email to The Herald. “Students will schedule each subsequent routine COVID-19 test directly after they have been tested.” All asymptomatic testing of students will take place in the Olney-Margolies Athletic Center. Students will be tested with a nasopharyngeal swab, which will be self-administered under the supervision of a medical professional, The Herald previously reported. Clinicians will be available to assist students who request help with administering the test. Any student exhibiting symptoms of COVID-19 should contact University Health Services, which will then arrange a telehealth visit to assess the student’s symptoms and schedule a test if necessary. All symptomatic testing will be conducted by Health Services personnel and will be conducted at a separate University facility. Health Services Health Services is providing treatment for non-COVID illness and injuries by appointment only, both for in-person visits at Andrews House and for telehealth visits, according to the Health Services webpage. “Infection prevention measures” are being employed for in-person visits, per the website. Appointments cannot be made online during the pandemic, according to a message on the patient portal — all appointments should be made by phone call to Health Services, at 401-863-3953. EMS Brown Emergency Medical Services remain available for those in the Providence area 24/7 at 401-863-4111. In addition to its normal emergency services, Brown EMS is in the process of developing “ancillary services to support the campus response to the COVID-19 pandemic,” wrote Elaine Kim ’22, a member of the Brown EMS officer board, in an email to The Herald. “While planning is still underway, BEMS is coordinating isolation housing services, including pharmacy and meal delivery to students in isolation housing,” Kim wrote. CAPS Counseling and Psychological Services will be available for the remainder of the summer and in the fall online through telehealth visits. “We are fully committed to our community and will be here for you, regardless of what is happening with the coronavirus,” read a message on the CAPS website. Currently, CAPS hours are the same as University business hours (weekdays 8:30 a.m. to 5:00 p.m.), and the CAPS website says that there will be “some extended hours this fall for students with time zone or scheduling challenges.” Scheduling questions and other inquiries can be sent to counseling@health.brown.edu. Dining Students on meal plans will be limited to grab-and-go meals from dining halls in the fall, with individual students assigned to “specific locations and times to manage lines and reduce density among diners,” according to the Healthy Brown website. When asked about the specifics of scheduling pick-ups, George Barboza, director of dining programs, wrote in an email to The Herald that an updated plan would be posted to the Healthy Brown website once final decisions are made. The Sharpe Refectory, Josiah’s, Andrews Commons and Verney-Woolley will be open for pick-up meals. There will also be vending options — including sandwiches, salads, beverages and snacks — in “nearly every residence hall and office building on campus” in the fall, per the Brown Dining Services website. Mail Mail Services will be completely closed from Aug. 22 to Sept. 15 in observance of the quiet period, according to an Aug. 11 email from the College. Mail services will resume after the quiet period. University Shuttle The University Shuttle will continue to operate in the fall at “reduced passenger capacity in line with state requirements,” according to the Transportation and Parking Services website. The page does not specify what the reduced capacity will be. All passengers will be required to wear masks. Shuttle riders are encouraged to “select a seat that encourages social distancing from other passengers, as well as the driver,” according to the website. Administrator On-Call Student Support Services and the Administrator On-Call will remain available as resources for students through the rest of the summer and fall. According to the Healthy Brown website, students with urgent needs during the quiet period should reach out to either of the above services. Student Support Services (401-863-3145) are available during business hours, while the Administrator On-Call (401-863-3322) is available outside of business hours. DPS The Department of Public Safety will continue operating as normal, including services for students like unlocking doors and granting students swipe access to residence halls. “Everything is pretty much day-to-day operations,” John Heston, a sergeant with DPS, told The Herald. DPS can be reached at 401-863-3322 for non-emergencies. For emergencies, call 401-863-4111. Libraries University libraries will remain physically closed for the near future. The libraries will continue to offer research resources online, including digital collections and virtual consultations with a librarian, according to the library news blog. University libraries will also continue to offer limited contactless pickup of physical library materials, per a different blog post. Physical materials can be requested directly through Josiah, the online catalog, and instructions for pickup will be emailed directly to students by a librarian. Global Brown Center for International Students Although the Global Brown Center lounge and office are closed, staff will continue to provide support for international students remotely. GBC is still providing “advising, direction to resources and a space to feel heard,” according to an announcement on the GBC website. GBC is currently developing “digital engagement projects to connect our community,” according to the announcement.
