Text Any textual data included in the document Following Brown’s closure due to the ongoing COVID-19 pandemic, 16 Brown student organizations called on the Undergraduate Finance Board to donate unused funds from these organizations’ annual budgets to mutual aid efforts to support members of both the Brown and Rhode Island communities. On May 20, outgoing UFB Chair Julian De Georgia ’20 wrote an op-ed explaining why UFB would not allow student organizations to access their unused funds. De Georgia’s response was incomplete, misconstruing important facets of the student organizations’ requests and ignoring important context regarding UFB’s operations. As student leaders of Housing Opportunities for People Everywhere — one of the University’s largest community-engaged organizations — we believe it necessary for us to respond and set the record straight. We acknowledge the unique position UFB finds itself in: As an organization whose decision-making is, in normal times, determined by strict adherence to policy and precedent, this pandemic presents new challenges. In addition, we appreciate and celebrate the important efforts made by the current UFB leadership to increase transparency in the body’s dealings. We continue, however, to advocate for change not because we see UFB members as callous and unconcerned individuals, as De Georgia suggests, but because — just like De Georgia and his colleagues — we believe that UFB can and must better serve our community. Improving accountability within the Brown student body means calling one another out when our actions fall short of our intentions, no matter how good those intentions may be. And UFB’s actions, despite great progress, continue to fall short of the responsibility that the Brown student body entrusts in the organization during these unprecedented times. The burden of COVID-19 has not been shouldered equally; the pandemic has revealed the deep inequities embedded within both the Providence and Brown communities. In requesting that UFB allow our student organizations to donate our unused funds, we requested an exemption to help aid those community members most vulnerable to the virus and its social and economic fallout. Within the greater Providence community, we sought to donate to community partners who are serving housing-insecure and low-income communities, those most threatened by a virus spread through contact. Many vulnerable communities in Providence and Rhode Island benefit greatly from the services provided by student-run, community-engaged organizations. We have already seen specific gaps left by the lack of Brown students’ involvement in these crucial community-engaged activities. Because of the pandemic, Providence community members experiencing homelessness are no longer served by the nighttime outreach conducted by HOPE. Students at William D’Abate Elementary School cannot receive enriching after-school tutoring from Brown students through Brown Elementary Afterschool Mentoring. Brown students working through the Outdoor Leadership and Environmental Education Program can no longer provide local high schoolers the opportunity to connect with the outdoors while conducting important environmental science and justice learning. If Brown students can’t give our time and energy to our neighbors, one of the best ways our student body can support our larger community is through financial contributions. We should continue to think creatively about supporting our community virtually, but we, as privileged members of the greater Providence community, should also embrace a responsibility to support our neighbors financially. The gravity of the situation cannot be overstated — by providing resources like food, water and shelter, this money can literally save lives. These contributions will, we acknowledge, require an ongoing re-evaluation of the role of UFB. De Georgia cites UFB’s constitution as a barrier to donating funds to non-Brown organizations. But UFB cannot hide behind policies that were created before the full weight of the COVID-19 pandemic hit the Brown and Providence communities. In the coming months, UFB must reconsider donating student organization funds to Providence community partners, given the Brown student body’s likely inability to engage with our surrounding neighbors through traditional contributions of time and effort. The current crisis reveals the importance of giving future generations of Brown students the option to contribute financially to the greater community — and UFB should amend its constitution to allow them to do so. We believe that this re-evaluation will be worth it and know it to be the responsibility of the Brown student body to our larger community in an unprecedented time of change and uncertainty. In addition, De Georgia’s op-ed neglected to engage with another valid option for UFB: Allocate the money to Brown students who need it. In previous correspondence between UFB, HOPE and Student Activities Office administrators reviewed by The Herald, UFB articulated that while it broached that topic with the University, they collectively decided that “there wasn’t a specific unmet need” UFB could fill. This is a startling statement. As Jack Ostrovsky ’23, Jason Carroll ’21 and Samy Amkieh ’21.5 articulated in their April 30 op-ed, the University’s measures to support the community in the context of COVID-19 — including the Emergency Funds, Curricular and Co-Curricular Gap (E-Gap) Funds — are often inaccessible and insufficient. UFB, with immense flexibility and hundreds of thousands of dollars at its disposal, is uniquely suited to fill this gap. Many of UFB’s parallels at peer institutions have set critical precedents here, as well. Washington University in St. Louis’ Student Union donated $80,000 of its student activities fees to the university’s crisis response fund. The Wesleyan University Student Assembly pledged $100,000 to a fund to support first-generation, low-income students on its campus. The Brown student body should be demanding that our peers, who serve as our elected officials, do the same. UFB must reject University leaders’ absurd assessment that there is no “unmet need” among the Brown student body. Let’s also not allow ourselves to operate under the ludicrous assumption that UFB is financially constrained. Don’t forget that in the past 10 years, after a decade of not spending enough of its funds, UFB accidentally accrued a budget surplus of $1 million, as reported by The Herald April 9. It should be emphasized that this is not the fault of this year’s board specifically — rather, we have UFB’s push toward greater transparency to thank for this realization. But, we cannot think of a better way to relieve UFB of its unnecessarily-acquired surplus than by either returning that money to Brown students — for whom these funds would make a considerable difference — or to Providence community members who are most threatened by the ongoing pandemic. De Georgia is right in noting that accommodating our requests today will place the UFB of tomorrow in a challenging position. But the UFB of tomorrow will find itself in uncharted territory whether we like it or not. In the semesters — or, perhaps more likely, the years — to come, UFB will need to re-evaluate how it uses its millions of dollars. Across campus, the activities of student organizations at Brown will be dramatically altered by the persistent threat of the coronavirus. Activities like club meetings, dance performances and even massive gatherings of the student body such as Spring Weekend — all funded, at least in part, by UFB — will be challenging if not impossible to execute in the years ahead. What will UFB do with the millions of dollars it is allocated to serve the Brown student body? It’s our hope that the Brown student body will push UFB to use these funds to meaningfully address the emerging needs apparent in our community. UFB has a plethora of options at its disposal. It can allocate funds to community partners at the frontlines of the pandemic, supporting organizations financially when we can’t do so in person. Or, it can return money to Brown students dealing with the financial impacts of the pandemic. Instead, UFB is trying to add hundreds of thousands of dollars to its already-overblown surplus, at a time when our community needs it most. We hope UFB will make the right decision, and use its unparalleled resources and flexibility to meet the growing needs of Brown students and Rhode Island residents. Text Any textual data included in the document In recent months, Brown students have been leading a nationwide food redistribution effort to help farms whose usual supply chains have been disrupted. With the COVID-19 pandemic restricting businesses, decreased demand from restaurants and stores has made selling produce difficult for commercial farms, resulting in large amounts of waste. At the same time, food banks across the country are experiencing a significant increase in demand. FarmLink, a non-profit food redistribution initiative started and run in part by University students, buys surplus produce from farmers and delivers it to food banks to minimize waste and offer support in a time of economic uncertainty. The initiative was founded by Aidan Reilly ’21 and James Kanoff, a student from Stanford University, in April, initially through monetary donations from friends and family. Now, it has volunteers from several colleges across the country and a fiscal sponsorship from Food Finders, a California-based food rescue organization, that helps FarmLink increase monetary donations. According to the initiative’s mission statement, “100% of donations to FarmLink are used to pay the wages of farm workers and truckers.” After reaching out to farms to determine interest, FarmLink offers to buy surplus produce and bring it to food banks. According to their website, the non-profit has delivered 570,000 pounds of food and provided $35,000 in economic relief to farmers. Courtesy of FarmLink “The big issue right now is that there is a separate system by which restaurants (get) food … even though it’s just food and it’s going from farms to tables,” said Duke DiEugenio ’21.5, a member of FarmLink’s media team. “The farms can’t just magically say, ‘Okay, it’s time to sell this to grocery stores or donate it,’ … because they don’t have any of that infrastructure built up.” Jessy Ma ’21, who initially joined FarmLink as part of the tech team, told The Herald “a lot of farmers have been forced to resort to essentially throwing away all of their surpluses.” FarmLink hopes to address “this obvious gap between the tons of food that are going to waste (and) the hunger that accompanies, especially among vulnerable populations.” While FarmLink has been able to eliminate a lot of food waste, it can be harder to do so for high-price goods such as cheese, or organic fruits and vegetables. “It’s kind of sad when there’s farms that do have surplus that we have to turn down because the price that they’re charging for it is just unaffordable for us,” Ma said. “We had to kind of limit our work to farms that have a huge amount of surplus and can therefore charge a lower price for it.” Courtesy of FarmLink Working for FarmLink has not only provided students an opportunity to help others, it has also helped them gain professional work experience in the nonprofit sector. “I kind of realized I really do like non-profit work, or the feeling of it being a very grassroots effort,” Ma said. “Being able to contribute to something that’s making such a large-scale impact” has been extremely rewarding. “I’m concentrating in architecture and a lot of my work is sort of centered around urban planning, (and) environmental and food systems,” DiEugenio said. “So, the fact that I got to jump on board with this has been super fun.” Since FarmLink was created to fulfill a current need created by the pandemic, the long-term future of the initiative has yet to be determined. According to Ma, FarmLink is trying to focus on the present with the hope that they are laying the groundwork for future similar initiatives. Text Any textual data included in the document Recently, Brown University announced it will temporarily house those fighting coronavirus on the front lines, namely emergency personnel and healthcare workers. This is a testament to the power the University has to do good in a global crisis. To that end, we would like to remind the institution that the needs of its most vulnerable community members have only intensified since the University transitioned to online learning in March. With respect to health care, employment, academics and room and board, we identify areas in which Brown should do more to minimize the damage of this new reality. It is in this spirit that students have come together under the banner of Brown University Students for an Equitable Pandemic Response (SEPR). What is a more fitting place to begin during a pandemic than health care? We are grateful that Brown’s Student Health Insurance Plan (SHIP) specifically covers COVID-19 testing. UnitedHealthcare, the parent company of SHIP, has eliminated student cost-sharing for treatment, which means no copays, coinsurance and deductibles — but only through May 31. While this is certainly helpful for the next month, unfortunately coronavirus knows no arbitrary cutoff date. Neither should Brown’s care for the health of all students. We thus call on Brown to fully cover the costs of testing, treatment and eventual vaccination for all students on the plan for the duration of the pandemic. Furthermore, we recognize that the coming summer months will not allow for a normal cycle of health insurance renewals. To that end, we propose that Brown extend SHIP for graduating seniors beyond the August 15 end-of-cycle. The University has given this option to graduating PhD students and Master’s students, clearly demonstrating that an extension policy of this sort is within reason. Taking into account the most uncertain job market that seniors are about to enter, an extension is the ethical thing to do. It is also the safe one. If many alumni have not yet found another stable insurance plan, those unfortunately afflicted may be forced, out of financial necessity, to try to ‘ride out’ the illness. Of course, SEPR understands the reality that Brown cannot oversee graduates’ healthcare indefinitely, but we see this proposal as a fitting measure for an extraordinary moment. Recognizing that our country embarrassingly links healthcare to employment — with millions losing this lifeline because of mass layoffs — we also suggest ways in which Brown can help mitigate the hardships of its workers. Brown has protected the employment of its full-time staff through June 30. Now, Brown U SEPR is simply calling on our administration to do the same for ALL workers still at Brown, including temporary workers and subcontractors. The subcontracting economy, in which Brown is a participant, can lead to lower wages, less bargaining power and scant employment protections and benefits. These vulnerabilities are clearly magnified by the pandemic. But a mere continuation of employment is not enough. Again, we reiterate the good work Brown has done with respect to its living space for front-line workers across Rhode Island. It is a recognition that essential workers require special accommodations. Continuing on that logic, then, it is incumbent on Brown to provide hazard time and a half pay to workers risking their lives by coming in. Both University and subcontracted workers must receive hazard pay going forward and retroactively for all hours worked from March 12, the day of transition to remote learning. In the long term, SEPR hopes that the pandemic forces Brown to reflect on its participation in the subcontracting economy. In the short term, these steps are how Brown must show it cares for its security guards, maintenance and dining workers and many others who ensure the University runs smoothly. Another central component of Brown U SEPR’s call to action is for all student workers expecting a paycheck to continue being paid for their scheduled hours through the end of the term. This includes students who have already exceeded their on-campus work expectation in wages earned. Many students rely on University employment for food, housing and other essentials. The University did give $150 for travel expenses to all students on financial aid, but this provision was for one special circumstance. Unlike a sudden flight from Rhode Island, food, housing and supplies are not one-time needs. We fear that now, faced with more than a month of lost wages, student workers are struggling to make ends meet. Considering the value student workers add to campus, pay continuity is a way for Brown to meaningfully express its appreciation. Beyond the clear needs pertaining to employment and healthcare, we also address the grim reality of learning off-campus. Acknowledging that over 2,600 undergraduate students and 65 faculty have endorsed the call for Universal Pass, we join them in calling on Brown to adopt a universal pass grading system. Brown values undergraduate learning as a formative time for students’ personal growth. In keeping with this mission, we must recognize that COVID-19 has devastated each one of Brown’s 6,752 undergraduates uniquely. Though the semester may be officially coming to a close, it is not too late for an academic policy that brings as much uniformity as possible to a pandemic and economic collapse. From an email students received regarding room and board fees, Brown’s refund policy multiplies half of a semester’s total fees “by the percent of parent contribution to the standard cost of attendance.” This decision to only factor in parental contribution makes financial aid dollars ineligible for refund. How illogical, since financial aid is meant to cover precisely what parents cannot contribute! Assessing the refund in this manner, then, seems to skew the benefits away from families who need it most. Now, University administrators might respond to these claims by pointing to the Emergency Funds, Curricular & Co-curricular Gap (E-Gap), which allows students to apply for financial support in times of unexpected need. This approach, however, burdens students to request money for each issue that arises. It fails to capture how financial struggle does not tend to allow significant free time. Similar to grading, then, SEPR advocates for a universal solution: an across-the-board refund of 50 percent of the semester’s room and board costs to all students, regardless of parental contribution. Finally, we must remember that Brown is not in a bubble. According to the University’s website, “the story of Brown is also the story of Providence and Rhode Island.” This quote could reflect a laudable commitment to the community, but in light of Brown’s tax arrangements, we caution the University to tamp down its pride. The University’s exemption from Providence property taxes translates to over $30 million less for the city — especially biting when budgets for the whole state are running thin. By pledging $10 million to mutual aid efforts in Rhode Island, Brown would justify belonging in Rhode Island’s story. To this end, we’ve put together a list of local groups that University donations could help tremendously. Unlike President Paxon, Brown U SEPR is by no means optimistic about a return to normalcy on campus in the fall. Instead, we are focusing on fundamental human needs that do not depend on a calendar: health, employment, financial well-being. We may lack a blueprint for how to successfully overcome a pandemic, but we will not stay quiet at home. Text Any textual data included in the document Fascinated and concerned by public health crises from a young age, Rhode Island resident and University student Maddie McCarthy ’23 has put her classroom knowledge and interest in medicine into action by creating Community For COVID, a website focused on involving undergraduates with community efforts during the coronavirus pandemic. McCarthy, an aspiring doctor only in her first year of college, knew she wanted to help with community efforts to support those affected by the pandemic, but she didn’t know how. “It is the kind of thing that keeps me up at night,” she said. And then, one Friday night in early April — less than a month after Brown had shuttered and transitioned online because of the pandemic — McCarthy had an idea. She spent the following Saturday planning. A whiteboard that used to display her chemistry homework now featured her designs for a website. She bounced ideas off of friends over FaceTime. By Sunday night, Community For COVID went live and over 100 undergraduate students from a dozen different schools had signed up. To date, 300 undergraduates have signed up to be a part of Community for COVID. McCarthy hopes to reach 1,000. With her online platform, McCarthy seeks to connect undergraduate students across the country to compile and spread information on the coronavirus to their communities. “Science is really important now,” McCarthy said, “Research is really important now.” But she knows that amid a constant barrage of news, it can sometimes be tricky to tell fact from fiction. That’s why one of the central aims of Community For COVID is to allow students to produce fact sheets for their local communities which can be printed and posted in high visibility areas, such as outside grocery stores and food pantries. The fact sheets will answer questions such as: What essential stores are open? What are available crisis hotlines during the pandemic? Where can masks and other personal protective equipment be found? These answers should be readily accessible to all members of the broader public, McCarthy said, not just those with stable internet access and the time to sift through all the breaking news headlines. McCarthy hopes to partner with the COVID Literacy Project — a website created to publish and translate information about coronavirus medical care in over 30 languages — to improve accessibility. She is also creating a database where students can access and add their ideas for community tasks that can meet needs caused by COVID-19 outbreak. Before launching Community For COVID, McCarthy was part of a team of researchers working under Dr. David Fajgenbaum, assistant professor of medicine in translational medicine & human genetics at the University of Pennsylvania. One of just four undergraduates among a team of over a dozen graduate students and doctors, McCarthy assisted efforts to complete a large literature review on off-label drugs being used to treat COVID-19 patients. During her first semester at Brown, McCarthy started working as a clinical research assistant in the lab of Dr. Megan Ranney MPH’10, associate professor of emergency medicine and of health services, policy and practice. This experience, she said, deepened her understanding of the importance of community-informed healthcare work. And when Gov. Gina Raimondo urged everyone to find a “battle buddy” — someone they can count on for support through these tumultuous times — during one of her daily press briefings in early April, McCarthy listened. On the Community For COVID website, undergraduates involved in the project are paired up to offer each other emotional support.
