              <text>The University is implementing a “phased approach” to in-person undergraduate instruction and student returns to campus in light of the shifting public health landscape, according to the Healthy Brown website.&#13;

As part of this approach, all undergraduate courses will be taught remotely until the week of Oct. 5, meaning in-person teaching will resume at least two weeks later than initially planned — or not at all.&#13;
&#13;
A limited number of students will be allowed back on campus prior to this date, as part of phase one of the fall term. Most undergraduates will likely be invited back to campus in phase two. The University will make a decision by Sept. 11 about proceeding with phase two or shifting to a fully remote semester.&#13;
&#13;
Students invited to campus for phase two of reopening may choose to continue to study remotely, and faculty members may choose to teach their courses remotely if they have health concerns even if in-person classes begin in phase two. Employees who are able to continue their work remotely in the coming months will do so, according to the Healthy Brown website.&#13;
&#13;
&#13;
Graduate and medical students will still return to campus before Sept. 7 for in person instruction in most cases, Paxson wrote.&#13;
&#13;
Undergraduate students living off-campus are “discouraged from returning to campus until late September,” Paxson wrote.&#13;

Public health conditions&#13;

The beginning of the second phase will depend on whether the in-state severity of the virus has sufficiently declined.&#13;
&#13;
“If by September 11, COVID-19 cases in Rhode Island have declined from their current level over a 14-day period and the number of students who test positive for COVID-19 is sufficiently low, then we will follow our current plan to offer many smaller undergraduate courses (with no more than 20 students) in person beginning on October 5,”  President Christina Paxson P’19 wrote in an Tuesday email to community members.&#13;
&#13;
“If these conditions are not met by September 11, the remainder of the semester will be remote,” she wrote.&#13;
&#13;
&#13;
Undergraduates who live in environments that are unsafe or unconducive to remote study, who have planned research and laboratory work or who cannot return home because of international status will be able to apply to return to residence halls before Labor Day.&#13;
&#13;
Paxson’s email follows a wave of announcements from institutions across the country who have altered plans to bring students back to campus — or reversed those plans altogether. Howard University and Princeton University were among the institutions that announced they will be moving completely online for the fall semester last week. In their decisions, both cite difficulty in quarantine procedures for students, health risks for surrounding communities and diminished quality of on-campus experience.&#13;
&#13;
Following months of successful efforts to reduce the number of coronavirus cases in the state, new infections began to gradually increase over the past month. Governor Gina Raimondo announced the extension of Phase 3 and a reduction in size of social gatherings to 15 people on July 29.&#13;
&#13;
“It is unclear whether cases will decline or continue to rise in the coming week,” Paxson wrote. “We must confront the reality that bringing students back in smaller numbers is the safer course,” she added.&#13;
&#13;
Academics, campus life&#13;
&#13;
This newly-adopted phased approach to the start of in-person instructions does not impact the tri-semester model announced last month, Paxson wrote. “The expectation is that first-year students will still arrive for the spring term and continue to the summer term,” she added.&#13;
&#13;
The pre-registration process will continue as planned, with students receiving their initial course registrations on Aug. 14 and the add/drop period following from Aug. 17 to Sept. 22. Students can order physical or digital course materials through the Brown Bookstore website beginning Aug. 24.&#13;
&#13;
From Aug. 22 to Sept, 15, students living both on- and off-campus will be expected to adhere to the University’s quiet period. During this time, students are “expected to remain in their residents halls except for a limited number of specific essential activities,” wrote Eric Estes, Vice President for Campus Life, and Rashid Zia, Dean of the College, in a campus-wide email Tuesday.&#13;
&#13;
During this time the University will be following quarantine requirements put in place by the Rhode Island Department of Health. This includes “wearing masks, social distancing, testing, contact tracing, and limiting the size of social gatherings for attendees and especially hosts,” Estes and Zia wrote. Failure to comply with these requirements will be considered a violation of the University Code of Student Conduct.&#13;

The new staggered arrival plan means previous housing requests by students to live with friends on campus no longer apply. “Returning to campus before Labor Day will invalidate any prior requests for specific neighbors unless they also apply for and receive permission to move in at the end of August,” Estes and Zia wrote. Students who return in the first phase will likely be reassigned to a new room upon the return of the remaining students in the second phase depending on the public health situation.</text>

We hope that you and your families are healthy and safe. As you read in President Paxson’s message earlier today, Brown will take a phased approach to bringing students back for the fall semester in light of the shifting public health conditions of the&#13;
global pandemic. We’re writing to provide you with important information to explain changes to academic planning and housing with the new phased approach. It is important that you read this message in full.&#13;
&#13;
In the first phase of the fall term, all undergraduate classes will be taught fully online from September 9 until the week of October 5, and only a limited number of undergraduates will be permitted to return and have access to campus beginning at the end of August. The majority of undergraduate students will start the Fall 2020 semester studying remotely, preferably outside of the Providence area.&#13;
&#13;
Students enrolled for the fall who don’t receive permission to come to campus in the first phase will be permitted to come to campus in a second phase of move-in that will begin in late September, provided the public health situation improves. This phased approach greatly reduces the number of students expected to be on campus at the beginning of the first term of the three-semester model announced July 7.&#13;
&#13;
This letter provides information relevant for all students and addresses topics specific to students living on and off campus. At the end of every section of this message, we provide a set of links to the material described in that section, so that you have easy access to the requirements, guidance and resources you need for how Brown will operate in light of the pandemic.&#13;
&#13;
Process for applying to move into a campus residence hall by the end of August&#13;
&#13;
Students may apply to move into a residence hall starting at the end of August, if they:&#13;
&#13;
 live in environments that are unsafe;&#13;
 live in circumstances that make remote study difficult;&#13;
 are already in Providence and are unable to travel home;&#13;
 have previously-arranged plans for archival or laboratory research than can only be done on campus; or&#13;
 have other exceptional circumstances (to be assessed on an individual basis).&#13;
&#13;
Applications are due no later than Sunday, August 16 at 11:59 p.m. (EDT). Students will be notified of the outcome of their application no later than Wednesday, August 19 at 5 p.m. (EDT). Additional information regarding arrival and check-in will be provided to students who are approved to live on campus before Labor Day.&#13;

Students who do not have permission to move into a residence hall before Labor Day are strongly encouraged to remain away from Providence until they are invited to return. Students who have health conditions that may place them in a high-risk category are also strongly urged to remain at home.&#13;

All students who are living in the City of Providence, whether they live on or off campus, will be required to read and sign a form called the Student Commitment to COVID-19 Community Health and Safety Requirements; complete an online educational module; and follow a set of pre-arrival requirements and recommendations. All students will be subject to Brown’s COVID-19 Campus Safety Policy. They also will be required to enroll and begin participation in the COVID-19 testing program, including a required test upon arrival in Providence. We will follow up separately with students living off campus to gather information about your arrival date.&#13;

Students living on campus will be required to observe the 14-day quiet period, which will include a period of time when students will be expected to remain in their residence halls except for a limited number of specific essential activities. Meals and other support will be provided. Students living off campus will be required to follow RIDOH’s quarantine requirements.&#13;
&#13;
Failure to comply with public health guidelines on or off campus (wearing masks, social distancing, testing, contact tracing, and limiting the size of social gatherings for attendees and especially hosts) will be a violation of the Code of Student Conduct and will be addressed through the COVID-19 Student Conduct Procedure with sanctions up to and including removal from campus and academic suspension.&#13;

The Office of Residential Life will communicate housing assignments to students who apply and receive approval to move on campus before Labor Day. Documented housing accommodations will be met for any students who are approved to return. Any students who return before Labor Day should be prepared to be reassigned to a new room when the remaining students return to campus (in late September if the public health situation allows).&#13;

Students who receive permission to return to campus before Labor Day and are planning to live in residence halls will be invited to move in on their currently-scheduled dates. You should plan to bring only what is essential. Please be advised that Mail Services will be closed from August 22 to September 15 during the quiet period. Information for Students Living Off Campus&#13;
If you are returning to Providence to live in an off-campus residence, you must continue to follow state-mandated 14-day quarantine requirements in place for people entering Rhode Island from outside the United States and from certain states within the country. As a student living off campus, you are responsible for keeping apprised of the state directives specific to your situation and for planning your arrival and quarantine accordingly. This may include completion of a certificate of compliance with out-of-state travel quarantine and testing requirements upon arriving in Rhode Island and completion of an out-of-state travel screening form. Unless you have permission for access to campus, you will not be permitted to come to campus during the “quiet period” for students living on campus or during your own quarantine.&#13;

As a reminder, students living off campus are required to provide their local address and telephone number during the academic year. While living in Providence, you will be expected to enroll in Brown’s COVID-19 testing program and get tested twice per week, free of charge. As you read in President Christina Paxson’s announcement earlier today, Brown’s academic operations this year will include a three-term academic model with a combination of in-person and remote learning. This model will allow Brown to operate with public health protocols in place designed to mitigate the impact of coronavirus on campus. All returning students will have the option to attend Brown on campus or remotely this fall. By July 15, you will need to let us know (via a form linked below) whether you plan to live and study remotely or in the Providence area during the fall semester. This form will also collect information about your housing preferences and meal plan choices. If you are an international student attending Brown on an F-1 visa, you will receive more information from Global Brown later this week in order to inform your decision.&#13;

At the end of this message, we have included a brief list of next steps for you to take, along with related deadlines for each action item. And please note that the current deadlines and planning are based on current public health guidance and could shift as the University continues to closely monitor how the pandemic is evolving across the region and around the country.&#13;

Academic Calendar and Fall 2020 Courses&#13;
&#13;
While the three-term model has necessitated some changes to Brown’s academic calendar, the Fall 2020 term will begin as scheduled on Wednesday, September 9, and will conclude with a remote reading week and a remote final exam period after Thanksgiving break. Academic departments have undertaken detailed curricular planning for the three-term model and are currently planning to offer more than 800 courses this fall. Departments are now working with the University Registrar to load courses into Banner, and you will be able to review Fall 2020 courses, delivery modes,&#13;
and schedules in Courses@Brown by July 27. Pre-registration for fall courses will begin on August 5, and you will receive a follow-up communication later this month with instructions regarding how to proceed.&#13;
&#13;
All courses will have a remote or online participation option, so that all registered students can engage fully (whether on campus or remote). We encourage you to consult the official Academic Calendar for more information about shopping period, final exams, and pre-registration and term dates for next spring and summer. You can also find additional details and answers to many questions you may have regarding academic policies on the Undergraduate FAQ website.&#13;
&#13;
Fall 2020 Location of Study Form&#13;
&#13;
As noted above, by submitting the Fall 2020 Location of Study Form, you must indicate whether you will attend the fall semester remotely or here in the Providence area. You will also be asked to indicate your housing plans (on-campus, approved off-campus, commuter) and meal plan selection. This form is due by 11:59 pm EDT on Wednesday, July 15, 2020. We understand that this deadline is soon; it will ensure that on-campus students can receive their housing assignments by August 10. You can make unlimited changes to the form until the deadline.&#13;
&#13;
Life on Campus&#13;
&#13;
Your life on campus this fall will be shaped by health protocols that require adherence for every member of our community. This is required not just for your health and safety, but also the health and safety of others. You will be tested for COVID-19 after you arrive in Providence, and depending on the most up-to-date guidelines from the Rhode Island Department of Health, will need to observe either a 14-day quarantine or “quiet period” with minimized contact with others on campus and restricted interaction with the community beyond Brown. The goals of the quiet period include: engaging students in baseline COVID-19 testing; isolating those students who display symptoms; and setting and reinforcing expectations with regard to public health.&#13;
&#13;
Throughout the semester, access to communal kitchens in on-campus residences will be restricted, and the occupancy of gathering spaces will be limited. All members of the Brown community will be required to wear masks in public and practice social distancing. Extracurricular activities and events will be shaped by the reduced capacity of indoor and outdoor spaces. You will receive education and support in following these practices so that we can build a healthy community together. Disregard of these public health practices will be considered a conduct violation that could result in sanctions up to and including removal from campus.&#13;
&#13;
On-Campus Housing&#13;
&#13;
In order to de-densify the residences and provide a single room to every student returning to campus this fall, most previous housing assignments and pending housing requests will need to change. If you received a housing assignment prior to the transition to remote learning last spring, or if you were eligible for the housing lottery at that time, you will receive an email from the Office of Residential Life later today with information and instructions specific to your housing circumstances. You will receive your new fall housing assignment via email no later than August 10; please note that you may have a different housing assignment in spring in order to accommodate students arriving on campus. If you live on campus, you will move into your assigned residence on a staggered schedule between August 29 and September 1, 2020. If you plan to leave campus for Thanksgiving break, you will not be permitted to return to campus for the remainder of the term. Dining&#13;
&#13;
If you are on a meal plan, access to dining will look different to ensure everyone’s health and safety, including the safety of our Dining Services staff. You will pick up grab-and-go meals, and you will find measures in place to manage lines and reduce density among diners. If you are in isolation or quarantine on campus, meals will be delivered to you. Dining Services will offer a more limited number of meal plan options, all of which will have double the standard number of flex points (for you to use at eateries and vending). As always, if you have dietary needs beyond traditional and vegetarian/vegan offerings, you will be able to connect with Dining’s Registered Dietitian to ensure those needs are met. Financial Aid &amp; Finances&#13;

The Office of Financial Aid has completed financial aid eligibility determinations for the coming academic year. If you are applying or have already applied for financial aid, you can review the status of your application in Banner Self-Service. Billing and student account statements will be sent to enrolled undergraduate and graduate students by July 31 with a September 1, 2020, due date. Details on fees, the Installment Payment Plan, and spring and summer billing can be found on the Student Financial Services website.&#13;

As President Paxson mentioned in her announcement, our plans for the academic year are based on the best data and public health recommendations currently available, but the University may need to make mid-course changes or adjustments to these plans if the situation changes. Both notifications follow the University’s Tuesday morning announcement of a tri-semester model for the upcoming academic year. Students will enroll in two out of the three terms offered, and campus life will be shifted to support social distancing and public health measures necessary to mitigate the spread of the novel coronavirus, The Herald previously reported.&#13;

Housing&#13;
&#13;
Given the University’s plan to house students in de-densified, single-occupancy residential arrangements, housing requests and groups formed in the first phase of the housing lottery this spring will change accordingly. In place of housing group formations, students may select one other student they would like to be placed near as part of a housing questionnaire, according to the Housing Assignment FAQs on the Office of Residential Life website. &#13;
&#13;
Housing assignments will be made according to semester-level priority, and assignments for the fall are for one semester only — students living on campus should be prepared to move out or change residences at the end of the fall. Juniors and seniors who did not already have off-campus living permission may also request on the form to be placed onto the off-campus permission waitlist.&#13;

&#13;
Returning students will be notified of their housing assignments by Aug. 10, according to the email. Students will move onto campus on a staggered schedule between Aug. 29 and Sept. 1. No more than two people may accompany a student to campus during move-in.&#13;
&#13;
A positive case of COVID-19 on campus will not lead to a full shutdown of campus operations, President Christina Paxson P’19 said in a news briefing Tuesday afternoon. “We are prepared to deal with illness, and we think it’s likely there will be some cases of illness,” she said.&#13;

Academics&#13;

&#13;
In their email, Zia and Estes attached a “provisional, partial” course list for the upcoming academic year. Academic departments currently plan to offer more than 800 courses in the fall. Not all advanced course requirements will be available each semester, Paxson noted during the news briefing. Many will be offered only in the fall in order to accommodate concentration requirements for upperclassmen. &#13;
&#13;
Students will be able to review courses, delivery modes and schedules in Courses@Brown by July 27, and course pre-registration for the fall will begin Aug. 5. Shopping period will take place remotely, according to the Healthy Brown website. Classes will be offered online-only between Sept. 9 — when classes begin in the fall — and Sept. 15. &#13;
&#13;
Courses with 20 or more students will be held remotely, and all classes will have a remote participation option to accommodate students completing coursework from beyond College Hill.&#13;
&#13;

Zia and Estes also noted that international students holding F-1 visas will receive more information from Global Brown later this week in light of a recent modification to the Student and Exchange Visitor Program.&#13;
&#13;
The SEVP change, which was announced July 6, prohibits international students with F-1 and M-1 visas from studying in the United States if their course load is fully remote. Under a hybrid model of teaching such as the University’s, international students must certify that they are taking the “minimum number of online classes required to make normal progress in their degree program,” according to a news release from U.S. Immigration and Customs Enforcement.&#13;
&#13;
“We’re going to have to offer very good advising to our international students to make sure that the curriculum they put together makes it possible for them to stay in the country,” Paxson said during the news briefing. “We’ll make sure our students won’t have to leave unless they absolutely have to or unless they want to.”&#13;

Financial aid&#13;
&#13;
The Office of Financial Aid has determined awards and eligibility for the upcoming academic year, and will continue to work with students and families to finalize plans, Dean of Financial Aid Jim Tilton wrote in an email to students receiving aid from the University. Eligible students can view their financial aid awards in Banner Self-Service, according to the email from Zia and Estes.&#13;
&#13;
The aid packages were not released prior to the announcement of the revised academic calendar, since they depended on the shape of the coming academic year, Tilton wrote in an email to The Herald prior to the finalization of the tri-semester plan.&#13;

Tuition fees will remain the same, Paxson said at the news briefing. The “value of education is very high” under a majority-remote model of instruction, regardless of revisions to the academic calendar, Paxson said.</text>

              <text>In light of the ongoing COVID-19 pandemic, the University will resume on-campus instruction in the fall under a tri-semester model.&#13;
&#13;
Under this model, the University will offer instruction in the fall, spring and summer of the 2020-21 academic calendar, according to a community-wide announcement sent Tuesday by President Christina Paxson P’19. Students will enroll in two out of the three terms: Incoming first-years will be allowed to come to campus for the spring and summer semesters, while sophomores, juniors and seniors may return for the fall and spring. Sophomore enrollment may be shifted to fall/summer if public health recommendations change. &#13;
&#13;
&#13;
Students must decide by July 15 whether they plan to return to Providence or study remotely for the fall semester, according to a follow-up email sent Tuesday by Vice President for Campus Life Eric Estes and Dean of the College Rashid Zia.&#13;
&#13;
With this distribution of students across three terms, in addition to anticipated reductions in enrollment due to travel restriction and other limitations for some students, around two-thirds of the student body is expected to be present on campus in the fall.&#13;
&#13;
Students will be tested for COVID-19 upon returning to campus, and will be expected to self-isolate during a 14-day “quiet period” at the start of each term, according to the revised academic calendar. Reusable masks — three of which will be provided to each student — and social distancing will be required in public, according to a website outlining plans for the upcoming academic calendar. &#13;
&#13;
&#13;
Students will live in mostly single-occupancy housing in an effort to reduce density in residence halls as well as minimize shared use of restrooms. Those living on campus will be clustered into “pods” to minimize the spread of the virus in the event of a positive case. &#13;
&#13;
Some seniors may be assigned by the Office of Residential Life to off-campus apartments near shuttle routes leased by the University. “These units will be assigned and billed as if they are on-campus housing, but may have additional policies set by the private property manager,” according to the website. &#13;
&#13;
Students who cannot return to campus due to travel, visa or other restrictions may take courses remotely. Students on campus can also opt to take classes virtually. All courses with over 20 students will be remote.&#13;
&#13;
&#13;
The University’s announcement follows modifications to Immigration and Customs Enforcement policy for international students related to online classes. Yesterday, the Student and Exchange Visitor Program announced changes to temporary exemptions regarding enrollment in online classes for international non-immigrant students on F-1 and M-1 visas. &#13;
&#13;
For the fall 2020 semester, students on these visas must take some classes in person to remain in the United States, ending an exemption that allowed those students to take a full online course load without affecting their status following campus closures in March.&#13;
&#13;
Students attending schools adopting a hybrid model “will be allowed to take more than one class or three credit hours online” if the schools certify that the student’s course load is not entirely online and that “the student is taking the minimum number of online classes required to make normal progress in their degree program.” &#13;
&#13;
&#13;
The University has not yet made an announcement about the implications of this change for its own hybrid plan, but is expected to provide further information for international students later today, according to an email from Paxson reviewed by The Herald.&#13;
&#13;
&#13;

Public health conditions&#13;
&#13;
The decision to return to campus under a tri-semester model comes as coronavirus cases in the United States continue to rise. Only two states — Vermont and Connecticut — are considered “on track to contain COVID,” according to Covid Act Now. Rhode Island is one of only a few states in which the number of new cases is declining and is currently in Phase 3 of its reopening plan.&#13;
&#13;
By adopting this model, the University intends to minimize the population density of students on College Hill during any given semester in order to enable proper social distancing and other public health measures necessary to mitigate the spread of COVID-19. &#13;
&#13;
Today’s announcement of a staggered return to campus also puts the University in the ranks of Yale, Dartmouth, Penn, Cornell, Columbia, Princeton and a number of other peer institutions that have all said they will allow for some degree of on-campus instruction, rather than a fully remote fall. Harvard announced yesterday that all teaching would take place virtually, but up to 40 percent of undergraduates would be allowed to return to campus. The University is the last Ivy League institution to release its plan for the upcoming academic year.&#13;
&#13;
Since concerns about the novel coronavirus outbreak sent the majority of students home in March, Paxson has spoken out repeatedly about the importance of bringing students back to campus in the fall. She wrote an April 26 op-ed in the New York Times and testified before a United States Senate committee about the potential detriment, should campuses remain closed, to both students and higher education as a whole.&#13;
&#13;
The large majority of students surveyed by the University in May indicated a strong preference for on-campus experiences for the upcoming academic year, The Herald previously reported. In addition, when asked about their preferences under the tri-semester model, 85 percent of first-years, 87 percent of sophomores and 90 percent of juniors all identified the fall/spring semester combination as their first choice.&#13;
&#13;

Since students were sent away from campus in March, President Paxson has spoken repeatedly about the importance of bringing students back to campus — including in a New York Times op-ed and in testimony in front of a U.S. Senate committee.&#13;
Academics and life on campus&#13;
&#13;
Fall classes will begin Sept. 9, but students will need to arrive on campus earlier in order to self-quarantine. Classes will end before Thanksgiving, and students who leave College Hill for the holiday will need to remain away from campus and conduct their reading period and final exams remotely. Students who stay in Providence for the Thanksgiving break will be allowed to remain on campus. All final exams will end by Dec. 11. &#13;
&#13;
The spring 2021 semester will begin Jan. 20, and the summer term will begin May 12.&#13;
&#13;
Most courses will be taught in a hybrid fashion, in which both in-person and remote learning will be accommodated. All large lectures will be held virtually, and in-person classes and sections will be restricted to 20 students or fewer. But if health conditions in Rhode Island worsen during the fall, Paxson added that all classes may shift to remote-only.&#13;
&#13;
Although first-years will not be enrolled full time, they will be able to attend one class for credit in the fall, virtually and free of charge.&#13;
&#13;
Faculty will have ultimate discretion in how their courses are offered and they will not be required to teach in person if they elect not to. Instructors will teach a normal course load for two out of the three terms. &#13;
&#13;
Classrooms, libraries and dining halls will be reconfigured for social distancing; for those students enrolled in a meal plan, all dining will be grab-and-go style for the fall semester. Meals will be delivered to those students in quarantine or self-isolation. &#13;
&#13;
A decision by the Ivy League on athletics is expected to be announced July 8.&#13;
&#13;
Safety measures&#13;
&#13;
In partnership with state and local public health authorities, the University will conduct surveillance testing for all community members throughout the year and implement technology-enabled contact tracing. &#13;
&#13;
All students will be required to sign an attestation that they will follow required public health measures, and that they “understand that disregard of public health practices is a conduct violation that could result in removal from campus,” according to Paxson’s email.&#13;
&#13;
Brown has partnered with a third-party vendor to engage in a routine testing pilot this summer that will inform the University’s testing strategy in the upcoming academic year.&#13;
&#13;
All symptomatic community members throughout the year will be tested. To monitor the spread of infection, the University will also conduct COVID-19 randomized sample testing, which will involve testing randomly selected students each week.&#13;
&#13;
Students and other community members will also be required to use a digital tool to schedule tests and record daily symptoms. This data will be “useful for identifying health trends on campus and informing the amount of routine testing that is needed,” Paxson wrote in her email.&#13;
&#13;
The large majority of undergraduates surveyed by the University expressed a willingness to submit to testing and install contact tracing software on mobile devices if asked, The Herald previously reported. A full 95 percent of respondents said they would be willing to be tested if asked, and 78 percent of students said they would be willing to install contact tracing technology on their mobile devices. The survey, which was sent to all undergraduate students May 17, garnered an 84 percent response rate.&#13;
&#13;
The City of Providence asked local universities and students to “follow best practices and health guidelines set forth by the (Rhode Island) Department of Health,” wrote Patricia Socarras, the mayor’s press secretary, in an email to The Herald. Socarras also encouraged students to “support the local businesses that make our city unique,” while complying with health and safety guidelines.</text>

              <text>With the spring semester now a few weeks underway, students, faculty and staff across campus are undoubtedly immersed in the experiences, academic and otherwise, that make Brown a vibrant place to live, work and study.&#13;

Others in our community are coping with a deeply distressing series of homophobic and anti-Semitic graffiti incidents in Hegeman Hall, which are a clear affront to the ideals of inclusion and individual sense of belonging that are essential to the Brown community.&#13;

              <text>We’re writing to share that three Brown students are currently being tested for novel coronavirus disease (COVID-19) and are in isolation pending the outcome of their test results. The students have not tested positive for the virus, but rather are isolated out of an abundance of caution because they traveled to a venue outside of Rhode Island where they may have been exposed to the virus. All three students have been in close communication and cooperation with Brown and state health experts, as well as appropriate University offices.&#13;
&#13;
This priority message re-states the contents of an email sent yesterday, as Brown is committed to using all available channels to communicate regarding this public health crisis.&#13;
&#13;
Given that this is flu season, it is possible that these students do not have COVID-19. Under close guidance from the Rhode Island Department of Health, Brown has established standard protocols for testing and/or isolation based on potential exposure to the novel coronavirus or evidence of potential symptoms.&#13;
&#13;
We will communicate with campus and take all necessary steps to protect the safety and wellbeing of our community in the event of any positive test result. To date, there are no confirmed or presumptive cases of COVID-19 on the Brown University campus. The University expects to learn of test results within the next 48 hours. For now, we want to stress again for our entire community the importance of helping to prevent the spread of viruses. The best protection is frequent hand washing (especially when coming into contact with any communal surfaces), covering coughs and sneezes with a tissue, avoiding contact with others who are sick, and self-isolating if you have any symptoms of illness. Please review the full guidance from the U.S. Centers for Disease Control and Prevention below. These are absolutely essential prevention measures.&#13;
&#13;
We recognize that ongoing issues surrounding coronavirus may raise particular concerns for members of our community who may have underlying health conditions. These students should email University Health Services with health concerns, and contact their dean’s office in the College, Graduate School or Medical School for curricular support. Faculty and staff with underlying health concerns for themselves or their households should contact their health providers and consult with their supervisors.&#13;

As noted in previous updates, we recognize that reports of the impacts of COVID-19 in the U.S. and around the world can be very troubling. Resources and support are available for students through Counseling and Psychological Services and for faculty and staff through the Faculty/Staff Assistance Program. CDC GUIDANCE ON PREVENTING SPREAD OF COVID-19&#13;
&#13;
All members of the community should routinely take the following steps to help prevent the spread of respiratory viruses:&#13;
&#13;
•   Wash your hands often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer that contains at least 60% alcohol if soap and water are not available.&#13;
•   Avoid touching your eyes, nose and mouth with unwashed hands.&#13;
•   Avoid close contact with people who are sick.&#13;
•   Stay away from work or class when you are sick.&#13;
•   Cover your cough or sneeze with a tissue, then throw the tissue in the trash.&#13;
•   Clean and disinfect frequently touched objects and surfaces.&#13;
•   If you have not already done so, get a flu shot.&#13;

We are writing with important information about COVID-19 and implications for the Brown campus community. Unfortunately, the situation around the country and at Brown is becoming more difficult&#13;
each day. The University has learned that yesterday, for the first time, a member of our community tested positive for novel coronavirus. Brown students and employees who were in contact with the diagnosed individual have been notified directly by the Rhode Island Department of Health (RIDOH), which provides guidance on health considerations and quarantine. &#13;
&#13;
In addition to this, both the State of Rhode Island and the U.S. federal government have declared states of emergency, and Governor Gina Raimondo has closed all public K-12 schools in the state for the coming week. Brown remains open, but given these fast-changing events, we have no choice but to expedite the departure of students from campus and to take steps to limit the exposure of Brown employees to the virus.&#13;
&#13;
Please read this full letter carefully, as it includes provisions that apply to all students, faculty and staff.&#13;
&#13;
FOR UNDERGRADUATE STUDENTS&#13;
&#13;
 With news reports of the possibility of increased challenges with national and international&#13;
travel, students should leave campus as soon as possible. The last date by which undergraduate students living on campus must leave residence halls has been moved to 5 p.m. on Tuesday, March 17.&#13;
o The date by which students can petition to remain in residence halls due to exceptional circumstances has been moved to noon on Sunday, March 15. Requests will be reviewed as quickly as possible, on a rolling basis.&#13;
o Students will receive further information from Residential Life later today. If they have questions or concerns, they should continue to contact the Residential Life phone line, (401) 863-3500, or email, ResLife@Brown.edu. The phone line will be staffed from 10 a.m. to 6 p.m., and staff will respond to emails throughout the weekend.&#13;
o Starting on Monday, March 16, dining services will be available only in the Sharpe Refectory on a “take-out” basis.&#13;
 Undergraduates who live off-campus are strongly encouraged to travel home.&#13;
 All undergraduate students who receive financial aid will receive $150 to defray travel and moving expenses.&#13;
o This funding will be provided via direct deposit or mailed check to students’ homes.&#13;
o Students who have not departed and need immediate access to funding to facilitate travel, including those whose travel is cost prohibitive, should submit an application to the COVID-19 Transition E-Gap Fund at ufunds.brown.edu. (We ask students with already finalized travel plans to delay their submission until next week, so we can help those in need of support for immediate travel.)&#13;
&#13;
FOR GRADUATE AND MEDICAL STUDENTS&#13;
&#13;
 Graduate and medical students should prepare for a curtailment in University services, including the closure of libraries.&#13;
 Graduate students involved in scientific research will receive instructions from their departments about their continued participation. Medical students will continue to receive instruction directly from the medical school.&#13;
 Guidance about remote teaching and learning and research continues to be updated on Brown’s COVID-19 website.&#13;
&#13;
FOR BROWN EMPLOYEES (FACULTY AND STAFF)&#13;
&#13;
 Starting on Monday, March 16, only essential personnel should report to work in person. Employees who can telecommute are expected to do so. Brown remains open.&#13;
 Staff members from Campus Life, the College and several other offices who are directly involved in assisting students as they move out of residence halls may be classified as essential personnel during the week of March 16. They will be contacted by their managers over the weekend with instructions.&#13;
 These work arrangements will remain in effect until Sunday, March 22. A decision on whether to extend them will be made by Friday, March 20. In the meantime, all employees will continue to be paid.&#13;
 Faculty should continue to prepare to resume teaching remotely on March 30, when classes resume. In the meantime, students should not be expected to complete any assignments or midterms with due dates prior to March 30.&#13;
 A new Telecommuting page on the University’s COVID-19 website contains information and links to resources about telecommuting.&#13;
 Information about leave policies and resources appears on the Leave Arrangements page of the COVID-19 website.&#13;

FOR ALL COMMUNITY MEMBERS&#13;
 Please take essential steps to keep yourself well.&#13;

We know that the news that Brown is transitioning to remote learning raises many questions for students. The health and wellbeing of our students remains a top priority as Brown responds to this worldwide COVID-19 pandemic, and we understand that this period of transition to remote&#13;
learning may be stressful.&#13;
&#13;
Our colleagues across the University are here to support you, and we want to be sure that you have the information you need to make arrangements for this transition. For on-campus students and students in Brown-owned housing, that includes moving out by 5:00 p.m. on Sunday, March 22, unless you receive approval to remain in residence through the petition process (explained in the message sent earlier today from Residential Life). Travel is likely to&#13;
become more complicated as the coronavirus situation evolves, so we encourage you to make arrangements to leave as soon as logistically possible. &#13;
&#13;
Many questions can be answered by first reading these communications closely:&#13;

We have a phone bank of staff working 8:30 a.m. to 5 p.m. to respond quickly to housing and other general questions through the Office of Residential Life phone line (401-863-3500).&#13;
&#13;
Please use the Administrator on Call only for health or safety emergencies.&#13;
&#13;
GUIDANCE FOR STUDENT MOVE-OUT&#13;
&#13;
Students in Residence Halls and Brown-owned Housing:&#13;
● Register your date of departure or submit a petition if your circumstances prevent&#13;
you from leaving campus by 5 p.m. on Sunday, March 22. The deadline for submitting a petition is Wednesday, March 18. Instructions are in the message you received from Residential Life.&#13;
● Many boxes were delivered this afternoon, and they will continue to be delivered to&#13;
residential areas. We continue to ask that you take only what you need and pack&#13;
efficiently.&#13;
● Look for messages from your RPL with information about checking out and returning your key.&#13;
● Be sure to take important personal items including, but not limited to identification&#13;
documents, medications, etc. on your person.&#13;
● Update your mailing address in Banner, especially if you have ordered packages&#13;
recently.&#13;
&#13;
Responding to Financial Barriers&#13;
● Students for whom departing campus would create a severe financial or personal&#13;
hardship, including international students with concerns about travel restrictions, should submit a petition to remain on campus (contained in the message from Residential Life).&#13;
● Students with the highest demonstrated financial need have received outreach from&#13;
colleagues in the College about support for staying on campus, traveling away from&#13;
campus, and additional advising resources.&#13;
● The University has established a dedicated COVID-19 Transition E-Gap Fund for&#13;
undergraduate students with high demonstrated financial need to assist with emergent expenses related to the transition to remote learning. Depending on a student’s individual circumstances and financial need, E-Gap funding may provide partial support for travel, moving and storage, and education-related expenses. The application will be available on the UFunds website by 2:30 p.m. on Friday, March 13.&#13;
● Student employees are encouraged to leave campus as soon as possible. Student&#13;
employees should let their supervisor know as soon as they have finalized their plans to&#13;
depart campus, and should be in communication with their supervisors to discuss whether their work can be performed remotely. It is anticipated that student work that can be performed remotely will resume after March 30.&#13;
&#13;
Parties and Gatherings&#13;
The decision to transition to remote learning has been made in the context of a serious public health situation. We have an opportunity to care not just for ourselves, but also for peers and the faculty and staff who provide support. Parties and large gatherings violate the principle of&#13;
social distancing and can contribute to the spread of infection. This is particularly important considering that some members of our community (students, staff and faculty) are more vulnerable given underlying health conditions. With this in mind, the University is prohibiting&#13;
