              <text>Most University undergraduate students expressed strong support for randomized COVID-19 testing and technology-enabled contact tracing in any on-campus scenarios for the upcoming academic year, according to the results of the Undergraduate Student Preferences Survey on 2020-21 Academic Year Scenarios.&#13;
&#13;
Sent to all returning undergraduate students May 17, the survey garnered an 84 percent response rate, accruing 4,475 responses. Another 1,234 incoming first-year students — 70 percent — also gave responses.&#13;
&#13;
&#13;
The survey was developed to “gather information to guide and refine Brown’s plans for the fall in conjunction with a wide variety of additional factors, data points and considerations,” Provost Richard Locke P’18 wrote in a June 18 Today@Brown announcement regarding the key findings from the survey. &#13;
&#13;
The University is still considering three options for the 2020-21 academic year: a tri-semester model in which students would enroll in two semesters out of the three offered; an entirely remote fall with a decision about the spring semester to be made during the fall; or a normal academic calendar allowing all students to return to campus — an “optimistic scenario that is largely dependent on broader progress in testing and treatment,” Locke wrote. &#13;
&#13;
“Student preferences will serve as one factor in the complex effort to develop solutions that protect the health and safety of students, faculty, staff and the extended community, while maximizing teaching, learning and research operations to the greatest extent possible,” he wrote.&#13;
&#13;
&#13;
President Christina Paxson P’19 has committed to sharing an official decision on the University’s plans for the fall by July 15, The Herald previously reported.&#13;
&#13;
For scenarios including an on-campus component, the University plans to conduct “surveillance testing” of COVID-19 to monitor any changes in the rate of infection on campus, according to the key findings report. This would include testing of several hundred randomly selected students each week.&#13;
&#13;
On tracking the spread of the virus, Paxson previously indicated that the University would also pursue testing of all students and employees upon their return to campus and testing for all symptomatic students and employees throughout the year.&#13;
&#13;
&#13;
A full 88 percent of student survey respondents said that they believe random testing is “extremely” or “very important,” with just 10 percent believing random testing is “somewhat important” and only two percent saying it is “not important.” Nearly all respondents — 95 percent — said they would be willing to be tested if asked. &#13;
&#13;
Most students also expressed support for “technology-enabled contact tracing,” which would require the installation of a mobile app that would alert students if they had been in close contact with someone who tests positive for COVID-19 and track those with whom students have been in contact in case they test positive. &#13;
&#13;
Over three quarters — 76 percent — of students said that it is “extremely” or “very” important to “make this technology available to all students, faculty and staff,” and 78 percent of students said they would be willing to install contact tracing technology on their mobile devices. &#13;

Beginning this summer, the University has contracted with life sciences and health care company Verily to “test all essential on-site and essential-special graduate students, faculty and staff” in a routine testing pilot program, Locke and Executive Vice President for Finance and Administration Barbara Chernow ’79 wrote in a June 14 Today@Brown announcement.&#13;

              <text>One month ago, we launched the pilot phase of a routine COVID-19 testing program on campus, starting with all graduate students, faculty and staff designated as essential on-site and essential-special for conducting work on campus. Today, we write to provide a brief update on the pilot, which has offered early insights that will inform our approach for the academic year on everything from the testing process to contact tracing protocols to how we keep the community informed of confirmed cases and COVID-19 prevalence on campus.&#13;
&#13;
As Brown’s Plan for a Healthy and Safe 2020-21 outlines in detail, COVID-19 testing and contract tracing will be among the most essential elements of Brown’s plans to mitigate the impact of coronavirus. We know that like any campus or community, we can expect to see diagnosed cases at Brown until a vaccine is made widely available — this fact is the very basis for many of the specific measures outlined in our academic year plan.&#13;
&#13;
As we continue to test graduate students, faculty and staff this week, we have to date received results for nearly 1,200 routine tests. Based on those reports — as well as the results of tests conducted independently away from campus and self-reported to the University by students or employees — we are aware of fewer than five positive test results in total. As is customary when cases number between one and five, we are sharing this range to protect confidentiality. We have taken action in response to the positive case(s) in line with our contract tracing protocols, COVID-19 Workplace Safety Policy, isolation and quarantine procedures, and other measures outlined in the Plan for a Healthy and Safe 2020-21.&#13;
&#13;
The experiences of those tested to date, the feedback that students and employees have provided, and what we have learned through the notification of the positive test case(s) is shaping our ongoing work to refine and improve our testing approach. Among the areas of focus, we are working to improve the test scheduling process, speed turnaround times for test results, strengthen the process for delivering test results to participants, and refine the approach to the web-based screening survey through which participants report symptoms. Everything we learn from this summer pilot is providing information and lessons that will inform our public health testing strategy for the academic year.&#13;
&#13;
Among the plans we continue to develop for 2020-21 is the best approach to keeping the Brown community informed about positive COVID-19 test results on campus (as a complement to the specific notifications that will be made through our contact tracing protocols to those with exposure risk). As we have shared previously, routine testing will be a critical tool in monitoring for community spread of coronavirus, identifying the proportion of asymptomatic positive cases and identifying the proportion of community members with potential immunity to the disease over time.&#13;
&#13;
While we do not have plans to publicly report individual positive tests, we are committed to keeping the community informed of prevalence on campus. With the fall term approaching, Brown is currently in the early stage of exploring mechanisms to present overall data on COVID-19 prevalence, which can be used to measure community spread and to shape and adjust plans throughout the academic year. In the coming weeks, we expect to share additional details on how we’ll report data at regular intervals over the course of the academic year.&#13;
&#13;
We will also keep the community informed as the pilot testing program progresses, and as researchers and other community members at Brown are approved to gradually resume activity on campus this summer. As you know, the University has initiated a gradual and controlled resumption of some on-campus activities this summer in accordance with the operations permitted under Governor Gina Raimondo’s multi-phase Reopening Rhode Island plan, and with the understanding that any plan is subject to change depending on the course of the pandemic.&#13;
&#13;
As we have shared previously, the University is committed to the guiding principle of protecting the health of our students and employees this summer to the best extent practicable and in planning for the fall semester and beyond. Critical to maintaining a healthy and safe community during the pandemic is identifying and stopping the spread of novel coronavirus at the earliest possible stage. Routine testing — which tests individuals regardless of symptoms to monitor for the virus’s spread — will be essential to our success.&#13;
&#13;
To do this most effectively, the University has contracted with Verily, a life sciences and health care company, to perform routine testing starting with a pilot this summer that will test all essential on-site and essential-special graduate students, faculty and staff. The pilot will test individuals at intervals with the goals of:&#13;
&#13;
-- determining the incidence of COVID-19 in the population returning to campus for work;&#13;
&#13;
-- identifying the rate of those who test positive, even without symptoms (asymptomatic positives);&#13;
&#13;
-- and estimating a proportion who may test positive over time.&#13;
&#13;
We anticipate that what we learn from this summer pilot will provide essential information that helps to inform our public health testing strategy for the coming academic year. The pilot will begin in phases and the first cohort of employees will be contacted directly this week.&#13;
&#13;
Each day, employees in the pilot will conduct a web-based screening survey to record health conditions. After completing the survey, they will receive guidance to report to work on campus or instructions to remain at home and contact University Human Resources at 401-441-4765 or leave_admin@brown.edu; and a prompt to register for testing when needed. All tests will take place at the University’s testing site located at 205 Meeting Street. Employees will be asked to perform a self-administered nasal swab — the most reliable, accurate and non-invasive method available currently — and clinical personnel will guide participants as needed from a safe distance. All expenses related to testing will be covered by the University.&#13;
&#13;
The summer pilot will be mandatory for all essential on-site and essential-special graduate students, faculty and staff. It will include initial baseline testing of all employees and then follow-up routine random sampling. After the pilot is initiated with employees in the first cohort, further instructions on how to enroll in the program will be forthcoming to additional employees approved to resume work on campus.&#13;

The University remains committed to protecting the privacy of individuals in accordance with applicable law. Should an employee test positive for the virus that causes COVID-19, a physician associated with Verily will contact them, and University Human Resources at Brown will be notified. The results will also be reported to local public health authorities as required by law to help track community spread. And the web-based tool used by all participants will provide specific instructions to help determine the next steps regarding care and return to work on campus.&#13;

              <text>More than two months ago, we launched the pilot phase of a routine COVID-19 testing program, starting with all graduate students, faculty and staff designated as essential on-site and essential-special for conducting work on campus. Today, we write to share key takeaways from the pilot, which have helped inform our approach for the academic year on everything from the testing process and contact tracing protocols to how we will keep the community informed of confirmed cases and COVID-19 prevalence on campus.&#13;
&#13;
As Brown’s Plan for a Healthy and Safe 2020-21 outlines in detail, COVID-19 testing and contact tracing will be among the most essential elements of Brown’s plans to mitigate the impact of coronavirus. We know that like any campus or community, we can expect to see diagnosed cases at Brown until a vaccine is made widely available — this fact is the very basis for many of the specific measures outlined in our academic year plan.&#13;
&#13;
Over the course of our summer pilot, which began in June, we received results for nearly 3,100 routine tests. Based on those reports — as well as the results of tests conducted independently away from campus and self-reported to the University by students or employees — we are aware of less than five positive test results in total. As is customary when cases number between one and five, we are sharing this range to protect confidentiality. We have taken action in response to the positive case(s) in line with our contact tracing protocols, COVID-19 Campus Safety Policy, isolation and quarantine procedures, and other measures outlined in our 2020-21 plan.&#13;
&#13;
The experiences and feedback of those tested in the summer pilot have informed the development of our routine testing and tracing protocols, which began this week as we prepare for the coming academic year. Together with Verily, our third-party COVID-19 testing vendor, we have worked hard to improve the test scheduling process, speed up turnaround times for test results, strengthen the process for delivering test results to participants, and refine the approach to the web-based screening survey through which participants report symptoms.&#13;
&#13;
Throughout the pilot, we have continuously evaluated tests that are accurate and reliable and labs that can provide fast turnaround of test results. This fall, the Broad Institute in Cambridge, Massachusetts, will process our tests. The Broad Institute has processed tests for many New England colleges and universities since late spring and has demonstrated that it is able to return results in a timely manner. The Broad test is a self-administered (under supervision) anterior nasal swab, which is easier and significantly less uncomfortable than the mid-turbinate nasal swab the University used for most of its summer pilot. CDC guidance indicates that the two testing techniques are comparable in accuracy. We will continue to monitor developments in testing technology and assess new options as they become available.&#13;
&#13;
Moving forward, routine testing of all members of the Brown community who plan to work and study on campus, as well as undergraduate students who live on campus or in Providence during the academic year, will be mandatory. By the end of this week, all community members subject to mandatory testing will have received an email prompting them to schedule an initial baseline test in late August, early September or the point at which they come to campus. Those who undergo testing will also be required to respond to regular symptom tracking surveys.&#13;
&#13;
Routine testing for the fall term will happen at two locations, with the majority of asymptomatic tests taking place at the Olney-Margolies Athletic Center (OMAC) and a secondary site at One Davol Square. Adhering to the U.S. Centers for Disease Control and Prevention best practices for patient safety in indoor testing locations, the OMAC site is a very large venue with ample ventilation and space required for social distancing. Additionally, the space allows for collection areas to be physically separated and partitioned for both privacy and distance.&#13;
&#13;
While we do not have plans to publicly report individual positive tests, we are committed to keeping the community informed of confirmed cases and COVID-19 prevalence on campus. We plan to report aggregate data at regular intervals over the course of the academic year via a public dashboard on the Healthy Brown website.&#13;
&#13;

We are writing with important information about COVID-19 and implications for the Brown campus community. Unfortunately, the situation around the country and at Brown is becoming more difficult&#13;
each day. The University has learned that yesterday, for the first time, a member of our community tested positive for novel coronavirus. Brown students and employees who were in contact with the diagnosed individual have been notified directly by the Rhode Island Department of Health (RIDOH), which provides guidance on health considerations and quarantine. &#13;
&#13;
In addition to this, both the State of Rhode Island and the U.S. federal government have declared states of emergency, and Governor Gina Raimondo has closed all public K-12 schools in the state for the coming week. Brown remains open, but given these fast-changing events, we have no choice but to expedite the departure of students from campus and to take steps to limit the exposure of Brown employees to the virus.&#13;
&#13;
Please read this full letter carefully, as it includes provisions that apply to all students, faculty and staff.&#13;
&#13;
FOR UNDERGRADUATE STUDENTS&#13;
&#13;
 With news reports of the possibility of increased challenges with national and international&#13;
travel, students should leave campus as soon as possible. The last date by which undergraduate students living on campus must leave residence halls has been moved to 5 p.m. on Tuesday, March 17.&#13;
o The date by which students can petition to remain in residence halls due to exceptional circumstances has been moved to noon on Sunday, March 15. Requests will be reviewed as quickly as possible, on a rolling basis.&#13;
o Students will receive further information from Residential Life later today. If they have questions or concerns, they should continue to contact the Residential Life phone line, (401) 863-3500, or email, ResLife@Brown.edu. The phone line will be staffed from 10 a.m. to 6 p.m., and staff will respond to emails throughout the weekend.&#13;
o Starting on Monday, March 16, dining services will be available only in the Sharpe Refectory on a “take-out” basis.&#13;
 Undergraduates who live off-campus are strongly encouraged to travel home.&#13;
 All undergraduate students who receive financial aid will receive $150 to defray travel and moving expenses.&#13;
o This funding will be provided via direct deposit or mailed check to students’ homes.&#13;
o Students who have not departed and need immediate access to funding to facilitate travel, including those whose travel is cost prohibitive, should submit an application to the COVID-19 Transition E-Gap Fund at ufunds.brown.edu. (We ask students with already finalized travel plans to delay their submission until next week, so we can help those in need of support for immediate travel.)&#13;
&#13;
FOR GRADUATE AND MEDICAL STUDENTS&#13;
&#13;
 Graduate and medical students should prepare for a curtailment in University services, including the closure of libraries.&#13;
 Graduate students involved in scientific research will receive instructions from their departments about their continued participation. Medical students will continue to receive instruction directly from the medical school.&#13;
 Guidance about remote teaching and learning and research continues to be updated on Brown’s COVID-19 website.&#13;
&#13;
FOR BROWN EMPLOYEES (FACULTY AND STAFF)&#13;
&#13;
 Starting on Monday, March 16, only essential personnel should report to work in person. Employees who can telecommute are expected to do so. Brown remains open.&#13;
 Staff members from Campus Life, the College and several other offices who are directly involved in assisting students as they move out of residence halls may be classified as essential personnel during the week of March 16. They will be contacted by their managers over the weekend with instructions.&#13;
 These work arrangements will remain in effect until Sunday, March 22. A decision on whether to extend them will be made by Friday, March 20. In the meantime, all employees will continue to be paid.&#13;
 Faculty should continue to prepare to resume teaching remotely on March 30, when classes resume. In the meantime, students should not be expected to complete any assignments or midterms with due dates prior to March 30.&#13;

              <text>The novel coronavirus pandemic has wreaked havoc on nearly every aspect of our lives, with distressing consequences on many dimensions. The steps we have taken as a University to move to remote instruction, telecommuting for all employees for whom this is possible, and to reduce population density on campus have been designed to promote the health and safety of our staff, faculty and students while continuing to remain operational and fulfill our mission of teaching and research, which in many ways is more critical than ever. We have accomplished a great deal by working together, and we write once again to call upon our community to join together to address the current and longer-term challenges we face.&#13;
&#13;
This priority message re-states the contents of an email sent yesterday, as Brown is committed to using all available channels to communicate regarding this public health crisis.&#13;
&#13;
Our goal is to emerge as strong as possible from this period, both as a university and as a community. As President Paxson wrote yesterday, doing so will require that we address the significant fiscal impact that COVID-19 has had on the University, and ensuring that the difficult financial decisions we make are grounded in Brown’s values. This will require cooperation, discipline and some shared sacrifice.&#13;
&#13;
We are writing to outline how we plan to do this in the year ahead, recognizing that what we know about the pace and repercussions of the COVID-19 pandemic are evolving.&#13;
&#13;
FINANCIAL IMPLICATIONS TO DATE&#13;
&#13;
The financial impact of the health crisis for Brown has already topped $20 million. Guided by our core values, we have supported undergraduate students with travel, moving and instructional expenses; credited fees for room and board; and are waiving the summer earning expectations of all current and admitted students, covering this with scholarship aid. We are providing support to address the distinct needs of graduate students during this period of uncertainty, and we have remained committed to sustaining our current workforce and to taking steps to avoid layoffs. We have also offered the option to tenure-track faculty to extend the tenure clock by one year. Along with these efforts, we have had to make changes to our summer, pre-college and other programs to ensure the health and safety of participants. Throughout this period, we have partnered with Providence and Rhode Island to assist with increasing local community needs, which President Paxson described in this letter: https://covid.brown.edu/news/2020-04-03/commitment.&#13;
&#13;
All of these actions in support of our community as a result of COVID-19 continue to be critically important. At the same time, the University has incurred both substantial costs and diminishing revenues. Depending on the duration and overall impact of the pandemic, losses in revenue and increases in costs could climb to at least $50 million over the next several months, and potentially much more.&#13;
&#13;
ACTIONS FOR SUSTAINING BROWN'S FINANCIAL HEALTH&#13;
&#13;
To continue to achieve our priorities of meeting full financial need for all aided undergraduates and maintaining graduate student fellowships, and to the extent possible, preserving the workforce and avoiding future layoffs, it is essential that we act now to safeguard our financial health. Brown must take the following actions, which we reviewed with the University Resources Committee earlier this week, to reduce spending and stabilize the budget:&#13;
&#13;
Suspend Hiring:&#13;
&#13;
As we announced in a letter late last month, effective as of March 23 and until further notice, the University has suspended any new hiring for the current year and for the fiscal year beginning July 1, 2020. This hiring freeze extends to all faculty and staff positions, and includes seasonal/intermittent hiring and other temporary hiring through vendor partners. The only exceptions will be for searches that are already well underway this year, and for very few critically-strategic hires in the year ahead.&#13;
&#13;
Freeze Salaries and Voluntarily Reduce Senior Officer Salaries:&#13;
&#13;
Salaries make up one of the largest components of the University’s budget, and in most years, we seek to recognize the contributions of our community through regular salary increases. This year, this will not be feasible as we seek to support our students and preserve as much of our current workforce as possible. Salaries for all University faculty and staff will remain at current levels, and we will not be offering salary increases for Fiscal Year 2021, which begins on July 1. This means that there will be no increases to existing salaries through merit or performance bonuses. The performance evaluation process is expected to continue. Since the University’s contractual obligations to provide salary increases to some of our employees remain in force, we intend to engage in good faith bargaining and will reserve our right to reach equitable arrangements with our unionized staff to ensure we can achieve this commitment for all our employees.&#13;
&#13;
President Paxson and Provost Locke will each take a 20% reduction in their salaries, and members of the senior administration have volunteered to take 15% reductions in their salaries.&#13;
&#13;
Slow Capital Projects:&#13;
&#13;
The University has many construction activities taking place across the University. The Capital Planning Committee, which the provost chairs, is evaluating current and planned projects to offer recommendations to President Paxson and the Corporation as to which will proceed, which will be slowed, and which will be suspended or postponed based on the mission-critical nature of the project and financing structure.&#13;
&#13;
Defer Non-Critical Purchasing / Discretionary Spending:&#13;
&#13;
We have already announced that during this period of telecommuting, purchasing operations continue for areas that have been identified as critical for University operations and research. Other purchasing needs should be carefully considered during this period of limited on-campus operations, and discretionary spending should be discontinued or deferred until further notice. This includes discontinuing engagement with consultants or vendors for non-essential work. Please work with the relevant dean or senior administrator to evaluate the necessity of these assignments.&#13;
&#13;
Limit Travel:&#13;
&#13;
In conjunction with the University’s response to COVID 19, Brown suspended all international and domestic travel organized, sponsored or supported by the University (or conducted as part of an appointment or employment at Brown). When travelling safely becomes possible, only approved categories of travel will be permitted. This will include essential academic travel, travel funded through grant or other external sources, or travel to conduct essential University business. Travel must be approved by the relevant dean or senior administrator.&#13;
&#13;
We know that the impact of COVID 19 has been both deeply disturbing and highly disruptive, and that these new operational changes offer additional challenges. We must take these steps to do all that we can to support our current staff, students and faculty, and to continue to contribute to the world through the exceptional teaching, research and service that distinguishes Brown. If you have questions about these action steps, we hope you’ll participate in this week’s meeting of the Brown University Community Council (BUCC), Wednesday, April 8, from 1 p.m. to 2:30 p.m., where we’ll join President Paxson in discussing the pandemic’s effects on the University.&#13;

Our actions are guided by a sense of unity, with a belief that we can accomplish much more together, guided not only by our values of inclusion and equity, but also by ensuring that the effects of this crisis do not fall disproportionately on the most vulnerable members of our community. The health of the community continues to be Brown’s highest priority as we continue to monitor the impact of the pandemic, and we appreciate the efforts of the entire community in following the updated policies and guidance to help safeguard the health of all who live and work at Brown.&#13;
&#13;
This priority message re-states the contents of an email sent yesterday, as Brown is committed to using all available channels to communicate regarding this public health crisis.&#13;
&#13;
SUSPENSION OF ON-CAMPUS SUMMER 2020 PROGRAMS AT BROWN THROUGH JULY 1&#13;
&#13;
As outlined in recent communications from the University, we have made the difficult decision to cancel all on-campus summer programs for the first part of the summer. The suspension of summer programs includes all residential undergraduate Summer Session courses, as well as in-person Sports Camps and residential Pre-College programs and courses scheduled between June 14 and July 11, 2020.&#13;
&#13;
In addition, all other in-person summer programming and campus events that would have been hosted at Brown have been suspended through July 1. This policy decision is based on close consultation with health experts at Brown, the Rhode Island Department of Health, and the U.S. Centers for Disease Control and Prevention (CDC), and is in line with the state’s COVID-19 mitigation efforts. Individuals who have already registered and paid for cancelled programs scheduled to take place on or before July 1 at Brown will receive a communication regarding processing of refunds.&#13;
&#13;
Decisions regarding camps and programs after July 1 and the residential Pre-College programs and courses scheduled between July 12 and August 7 will be made on or before May 16.&#13;
&#13;
LIMITING INTERNATIONAL AND DOMESTIC VISITORS TO THE BROWN CAMPUS&#13;
&#13;
In line with the decision to suspend on-campus programming through July 1, no new requests or applications for visitors — coming from within or outside of the United States — will be processed until July 1. In addition, campus tours and listening sessions that are organized through the Office of College Admission will be suspended through July 10.&#13;
&#13;
BROWN-SPONSORED SUMMER INTERNATIONAL TRAVEL PROHIBITED&#13;
&#13;
All University-sponsored international travel is prohibited through July 1. This restriction is in effect for anyone engaging in Brown-sponsored travel, including all students, faculty and staff. This includes all for-credit and non-credit travel such as summer study abroad (including Brown and non-Brown programs), internships/fellowships, research, business travel such as conferences and meetings, and any other activities that involve University-administered funds. These travel restrictions apply also to externally-supported travel arising from or associated with employment at Brown. Decisions regarding fall semester study abroad programs with start dates prior to August 15 will be made on or before May 15.&#13;
&#13;
The University’s International Travel Risk Assessment Committee (ITRAC) continues to meet regularly and is closely monitoring the global impact of COVID-19 on both international and domestic travel. Both the CDC and the U.S. Department of State maintain their strictest travel advisory levels for travel globally, which exceeds the threshold for permitted travel based on Brown’s travel policy. When the risk levels for global travel are lowered, the University will use discretion to determine whether essential travel affiliated with Brown will be permitted, which will include review and approval by the traveler’s relevant dean or senior administrator. Essential travel includes mission-critical academic travel, travel funded through external sources (i.e., gifts or sponsored projects), or travel to conduct essential University business.&#13;
&#13;
It is possible that the July 1 date could be amended as the University receives more information about travel restrictions and relevant nationwide health and safety conditions. If guidance from the CDC changes to allow for safe travel before July 1 and worldwide travel restrictions are subsequently relaxed, the University will reassess this travel policy.&#13;
&#13;
With the tightening of travel restrictions with little to no notice, and worldwide reductions in available commercial flights, the University continues to strongly discourage personal international travel as well.&#13;
&#13;
OTHER IMPORTANT SUMMER INFORMATION (DOMESTIC TRAVEL AND STUDENT VISAS)&#13;
&#13;
At this time, the University is asking all members of the community to avoid non-essential sponsored domestic travel until July 1. COVID-19 is present in all 50 states, Washington, D.C., Puerto Rico, and other U.S. jurisdictions, and the pandemic may evolve in different ways and at different times in various parts of the United States. The CDC notes that crowded travel settings, like airports, may increase chances of getting COVID-19 if there are other travelers with coronavirus infection. The CDC website contains a list of things you should consider when deciding whether it is safe for you to travel:&#13;
&#13;

&#13;
If your domestic travel is deemed essential by your dean or the provost, please be mindful that per executive order in Rhode Island, anyone returning to the state after (1) international travel, (2) domestic air travel or (3) by any means of transportation for a non-work related purpose must immediately self-quarantine for 14 days upon arrival in the state.&#13;
&#13;
It’s also important to note that routine U.S. consular services worldwide remain suspended, which will make obtaining a visa challenging for international students and scholars. When making travel plans, returning students should consider delays in any necessary visa renewals. The Office of International Students and Scholar Services (OISSS) continues to process visa documents for newly admitted students to ensure that students will have the documents they need to schedule their visa appointments. OISSS is monitoring this situation and is in contact with admitted students to provide applicable information and to address specific questions and concerns. The University will provide further guidance on these matters in early summer.&#13;

We hope that you and your loved ones are well and staying safe and healthy. As President Christina Paxson wrote in her May 6 letter to faculty and staff, the University is preparing for a gradual and controlled resumption of some on-campus activities between June and August. Doing so is highly dependent on and will be guided by the phases and allowable operations under Governor Raimondo’s Reopening Rhode Island plan (https://www.reopeningri.com). The Governor’s recent announcement that the state is now in Phase I is an indicator of progress and furthers the University’s ability to begin planning for some limited and approved on-campus activities, with the understanding that any plan is subject to change at any time depending on the course of the pandemic.&#13;
&#13;
This letter provides information about how the University has structured and will manage the summer return to campus process, beginning with, and only with, approved laboratory-based research. As President Paxson indicated, our return to campus will be focused on safeguarding the health and safety of students, faculty and staff, and any on-campus operations will require an approved safety plan.&#13;
&#13;
While this communication is necessarily long and prescriptive, we urge all community members to read it thoroughly, as it addresses the following important topics:&#13;
&#13;

-- New procedures outlined in Resuming Work in Research Facilities Principles and Procedures: Stage 1&#13;

EXTENSION OF TELECOMMUTING&#13;
&#13;
As President Paxson wrote earlier this month, most employees working remotely will continue to do so through the summer. Accordingly, we are extending telecommuting through the end of summer hours, August 14, 2020. Supervisors should continue to manage schedules with their employees based on the nature of their job assignments. As the University established in March, only personnel whose work (1) has been identified as essential onsite or essential-special or (2) is part of laboratory-based research that is approved under the process referenced below should report to work in person. All other employees who can telecommute are expected to continue doing so.&#13;
&#13;
We recognize that given the very real economic impact that COVID-19 has had on the local and global economy, as well as on Brown, members of our community are concerned about their economic security. We remain deeply committed to our community, and want to offer the assurance that although it is impossible to make promises in this time of great uncertainty, the University is not currently planning any COVID-associated layoffs; they will be avoided to the best extent practicable.&#13;
&#13;
COVID-19 WORKPLACE SAFETY POLICY&#13;
&#13;
The University has established the COVID-19 Workplace Safety Policy:&#13;
&#13;

This policy applies to all faculty, staff and students, and all members of the community are expected to become familiar and comply with it at all times. No member of the community will be able to return to campus, or continue to be on campus in the case of personnel already performing on-site essential work, until they have completed and signed an employee acknowledgement (available via Workday and directly through University Human Resources for those with limited Workday access). The acknowledgement affirms employees’ understanding and acceptance of the policy.&#13;
&#13;
It will be especially important for chairs, directors and managers to be familiar with the policy both to guide academic and administrative unit-based plans (which leaders of units will be notified to prepare and submit), and to model appropriate public health behavior for faculty, staff and students. Our collective health, safety and ability to carry out our academic mission will be a function of individual choices over the coming months and beyond, and we will have to work together to make prioritizing each other’s health a reflexive habit.&#13;
&#13;
While all community members need to review the policy in full, several critical elements underscore that the daily operations and environment of faculty, staff and others approved to be on campus will be affected, and in some cases constrained, by current public health guidance. This includes the following requirements:&#13;
&#13;
-- Protective face wear: All individuals approved to work on campus will wear masks or cloth face coverings (University-provided or self-provided) unless they can easily, continuously, and measurably maintain at least six feet of distance from others.&#13;
&#13;
-- Social distancing: Maintaining a distance of six feet or more will be the norm, and conference rooms, kitchens, and other shared common spaces will, with limited exceptions, be closed.&#13;
&#13;
-- Virtual meetings: Most meetings will need to continue to be virtual, even for those who have returned to campus. In rare instances where meetings cannot be virtual, face coverings and adequate space to ensure social distancing will be required.&#13;
&#13;
-- Cleaning: While University cleaning and disinfecting will be increased, individuals will also be responsible for using provided supplies to clean and sanitize their work areas, shared equipment and other surfaces.&#13;
&#13;
-- Other personal responsibilities: Consistent with the state’s public health guidelines, the expectation will be that individuals will keep their network of contacts to a minimum, maintain contact logs, and will follow all guidance from the University and the State of Rhode Island regarding what to do if one feels sick, exhibits COVID-19 symptoms, or has interacted with someone who has tested positive. This includes participating in testing, contact tracing, and quarantine or isolation protocols as prescribed and administered by the Rhode Island Department of Health and individuals’ health care providers.&#13;
&#13;
We understand that many in our community are becoming accustomed to these new, required ways of living and working, and this policy makes clear what to expect as we return to campus under conditions designed to promote overall health and safety.&#13;
&#13;
RESUMING WORK IN RESEARCH FACILITIES PRINCIPLES AND PROCEDURES: STAGE 1&#13;
&#13;
The first phase of resuming on-campus activities and programs will be for laboratory-based research, and the only return-to-campus plans the University will be considering for the time being will be for such research.&#13;
&#13;
Generally, work involving laboratory-based research, facilities and equipment cannot be conducted remotely, and many labs have been closed since March 16. We recognize that many other kinds of research that faculty conduct, including the use of archival materials, would benefit from taking place on campus, and we anticipate considering those requests soon. However, it is important that we conduct a gradual and controlled return to campus, and Brown’s extensive portfolio of laboratory-based research is the first stage.&#13;
&#13;
A research continuity committee of faculty and staff, chaired by Vice President for Research Jill Pipher, has developed Research Facilities Reopening Principles and Procedures: Stage 1:&#13;

This document details the principles that will guide the development, review and approval of plans to resume research operations in labs that are currently closed, as well as the criteria that will guide responding to requests to resume activity. Review of submitted plans will involve multiple stakeholders, including department chairs, building representatives and offices with responsibility for health and safety, culminating in recommendations from Vice President Pipher to both of us for final review and decisions.&#13;

Resuming research in accordance with public health guidance and the University’s COVID-19 Workplace Safety Policy is a challenging and complex undertaking; however, we expect this to be a timely and efficient process, and look forward to certain laboratories resuming operations in early June.&#13;

Extension of telecommuting through May 29, 2020&#13;

Dear Brown Employees,&#13;
&#13;
As we begin our fifth week of reduced in-person campus operations, we continue to receive updates from health experts regarding risks associated with the spread of COVID-19. At this time, there has been no change to current guidance from state officials or health experts for businesses to resume operations or for schools to reopen. Therefore, we are extending Brown’s current work policies for reducing on-campus operations at least through May 29, 2020.&#13;
&#13;
Supervisors should continue to manage schedules with their employees based on the nature of their job assignments. As the University established last month, only personnel whose work has been identified as essential to be performed in person should report to work in person, while all other employees who can telecommute are expected to do so.&#13;
&#13;
It’s important to plan for the possibility that the May 29 date may change as the University receives more information about health and safety conditions. If guidance from either state officials or health experts changes to allow for the resumption of business operations or for schools to reopen sooner than May 29, the University will assess whether or not to end reduced in-person campus operations sooner than May 29.&#13;
&#13;
We want to thank all who work at Brown for your continued commitment and dedication to serving our community during this uncertain time. We must also continue to express our deep appreciation to our employees who are reporting to work to deliver essential services, as well as the supervisors who continue to manage work schedules to protect the health and safety needs of our employees.&#13;
